SUBJECT: PARTICIPATION IN THE CALRECYCLE BEVERAGE CONTAINER
RECYCLING PAYMENT PROGRAM
RECOMMENDATION
Adopt a Resolution authorizing the Director of Utilities to submit an application for any and all
payment programs offered by CalRecycle.
BACKGROUND
In 1988, California enacted a program to place a deposit on beverage containers. The deposit is
currently five cents for small beverage containers and ten cents for large beverage containers.
CalRecycle is responsible for this state program.
Each year, CalRecycle provides funding to jurisdictions to enhance the beverage container
program. In San Luis Obispo County, the funding ranges from $5,000 to $12,000 to the various
cities. For the last 13 years, the San Luis Obispo County Integrated Waste Management
Authority (IWMA) has worked with the member jurisdictions to apply for the funding. The
IWMA has used the funding for projects such as providing technical assistance and recycling
bins to businesses to start or expand their recycling. The IWMA has also provided CalRecycle
with the required program and financial reporting.
DISCUSSION
Effective this year, CalRecycle is now requiring each jurisdiction to adopt a resolution that must
be submitted as part of an application package. Execution of the attached Resolution would
authorize the City to file an application and would authorize the Utilities Director to sign the
application on behalf of the City.
FISCAL IMPACT
There is no fiscal impact at this time although without a Resolution authorizing participation in
the program, applications for funding from CalRecycle will not be accepted.
ALTERNATIVES
The Council may opt to not adopt the Resolution. Should Council choose this alternative, the
City would not be able to apply for funding from CalRecycle.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS
OBISPO, CALIFORNIA, AUTHORIZING SUBMITTAL OF
APPLICATION FOR PAYMENT PROGRAMS AND RELATED
AUTHORIZATIONS
WHEREAS, pursuant to Public Resources Code section 48000 et seq. the Department of
Resources Recycling and Recovery (CalRecycle) has established various payment programs to
make payments to qualifying jurisdictions; and
WHEREAS, in furtherance of this authority CalRecycle is required to establish
procedures governing the administration of the payment programs; and
WHEREAS, CalRecycle’s procedures for administering payment programs require,
among other things, an applicant’s governing body to declare by resolution certain authorizations
related to the administration of the payment program.
NOW, THEREFORE, BE IT RESOLVED that the City of San Luis Obispo is
authorized to submit an application to CalRecycle for any and all payment programs offered; and
BE IT FURTHER RESOLVED, that the Utilities Director, or his/her designee, is
hereby authorized as Signature Authority to execute all documents necessary to implement and
secure payment; and
BE IT FURTHER RESOLVED, that this authorization is effective until rescinded by
the City Council.
