In the long run, I believe we should have a program that holds irresponsible landlords accountable and empowers tenants, and the community, to take action when appropriate, rather than blanket inspections. In the mean time, the current program can be modified to be more focused and effective during this transition, by setting a reasonable threshold for enforcement and shifting to education on tenant rights. First, the threshold. We all want housing that is safe, and I believe the appropriate threshold is HUD's "habitability" standard. These are the same items listed in the staff report: "... hot and cold running water, electrical power, heat, sewage system, entry doors and compliant exits, infestation and smoke detectors". An updated checklist would clarify that enforcement will only cover these items. The remaining items on the current checklist could be noted, but should not require correction. This would include peeling paint, vent screens, exterior lighting, handrails, and broken tile. Those items may affect health, but do not immediately impact habitability. A task force representing staff, landlords, neighbors, and student and non -student renters could fine-tune the details and expectations. The second focus is to empower tenants. The program should increase education for tenants and landlords about the building standards and tenants' rights, including items noted on the checklist. In addition, the program could include tools for tenants, including classes, a legal advice and/or action fund, and a tenant advocacy group. Ultimately, I believe we need to make it unacceptable and expensive for irresponsible landlords to operate in our community; over the next few years, I hope that we establish systems and a culture where tenants know their rights and responsibilities, and landlords and others know that our community expects safe housing for everyone.
