A RESOLUTION OF THE SAN LUIS OBISPO ARCHITECTURAL
REVIEW COMMISSION APPROVING CITY WAYFINDING SIGNS:
DOWNTOWN ORIENTATION MAP KIOSKS AND A NEW CITY HALL
INFORMATION CENTER AND A WAYFINDING KIOSK INCLUDING
ADOPTION OF A CATEGORICAL EXEMPTION FROM
ENVIRONMENTAL REVIEW, AS REPRESENTED IN THE STAFF
REPORT AND ATTACHMENTS DATED JUNE 6, 2016 - CITYWIDE
(ARCH -2408-2015)
WHEREAS, the Architectural Review Commission of the City of San Luis Obispo
conducted a public hearing in the Council Hearing Room of City Hall, 990 Palm Street, San Luis
Obispo, California, on June 6, 2016, pursuant to a proceeding instituted under ARCH 2408-2015,
City of San Luis Obispo, applicant; and
WHEREAS, the Architectural Review Commission of the City of San Luis Obispo has
duly considered all evidence, including the testimony of the applicant, interested parties, and
evaluation and recommendations by staff, presented at said hearing.
WHEREAS, notices of said public hearing were made at the time and in the manner
required by law; and
NOW, THEREFORE, BE IT RESOLVED by the Architectural Review Commission
of the City of San Luis Obispo as follows:
SECTION 1. Findings. The Architectural Review Commission hereby grants final
approval to the project (ARCH 2408-2015), based on the following findings:
1. That the proposed signs are consistent with the approved Wayfinding Program which was
developed to help reduce visual clutter by having a consistent design theme for signs and
planned locations for signage will provide the local community and visitors with an
important service.
2. That the project's design is appropriate and will be compatible with the surrounding
character and scale of Downtown.
3. That the proposed project is consistent with the General Plan Land Use Element Policy
4.20.6 by providing sidewalk appeal that can be appreciated by people on the sidewalks.
4. That the proposed Wayfinding Program is consistent with the primary goals of the
Community Design Guidelines to maintain the community's quality of life for residents and
preserve the City's natural beauty and visual character.
5. The project is categorically exempt under Section 15303, Class 3, New Construction or
Conversion of Small Structures, of the CEQA Guidelines because the project proposes to
install small new structures (signs) that are consistent with the applicable general plan

policies as well as with applicable City regulations.
SECTION 2. Action. The Architectural Review Commission (ARC) hereby grants final
approval to the project with incorporation of the following conditions:
Planning
1. Final project design and construction drawings submitted for a building permit shall be in
substantial compliance with the project plans approved by the ARC. A separate, full-size
sheet shall be included in working drawings submitted for a building permit that lists all
conditions and code requirements of project approval listed as sheet number 2. Reference
shall be made in the margin of listed items as to where in plans requirements are addressed.
Any change to approved design, colors, materials, or other conditions of approval must be
approved by the Director or Architectural Review Commission, as deemed appropriate.
2. The building plans shall include information on the sizes, locations, colors, materials, types,
and illumination of all signage.
3. The colors of the City Hall Wayfinding Kiosk shall match the colors of City Hall.
4. The map and text of the City Hall Wayfinding Kiosk shall clearly communicate specific
locations in the most user friendly manner possible.
5. The Downtown Orientation Map Kiosks shall be located where they do not impact
viewsheds in the downtown including historic and significant architectural features as well
as natural features to the satisfaction of the Community Development Director and the
Public Works Director.
6. The Downtown Orientation Map Kiosks shall be no taller than 8 feet to the top of the "i."
7. The Downtown Orientation Map Kiosks shall be illuminated at the lowest levels needed to
be usable at night.

8. The construction of this project for new City way -finding signage shall require a Building
Permit.
9. The building plan submittal shall show compliance with the California Building Code and
ADA requirements for signage.
10. The building plan submittal shall show the final construction materials and finish to the
satisfaction of the Community Development Director and the Public Works Director.

11. Any proposed signage locate in the public right-of-way shall be evaluated for pedestrian
level of service and line -of -sight distances to the satisfaction of the Public Works
Department.
Upon motion by Commissioner Root, seconded by Commissioner Soll, and on the
following roll call vote:
