I would like to request that the 71 Palomar project be denied based on inconsistency with the City's Historic
Preservation Program Guidelines and Secretary of Interior Standards. Specifically, the project as
currently configured will have the following impacts:
1. Two of the three trees that were identified on the project site as worth saving in the arborist's report
will necessarily be removed by the relocation of the Sandford house. Removing 48 out of 49 trees on
site will cause unavoidable loss of historical context for the Sandford House.
2. Your direction to applicant was to move the Sandford house away from rights of way. The applicant
actually moved the house closer to Palomar Ave, which causes the building to loom over the street in
a very awkward way. Simply shoving an historic structure onto the corner of its lot is not doing justice
to this designated historical resource.
3. The historical significance of the classical architecture (the earliest example of this type I know of in
the City), the prominence of the architect, and the importance of past owners to our local history (see
expert research by Allan Cooper) require a greater level of historical protection than this project
offers.
4. 1 do not believe that a mitigated neg dec is appropriate based on the initial study provided, for
reasons 1-3, stated above.
For these reasons I ask you to deny the project, as currently configured. Thank you.
