The Personnel Board exists

of unresolved employee grievance's

The board's goal is to bring out

The board can then make recommendations
to the City Council based on
complete information, thus relieving
the City Council of what can be
a very time-consuming process.

The Campaign Regulations Committee is
a special purpose committee created to review
the City's election campaign ordinance to:
1) require public disclosure of campaign

in municipal election campaigns; and
3) promote integrity, honesty

Architectural Review Commission - They seek beauty, and work hard
to get it in our City
Business Improvement Association - They strive for economic health
and vitality for our downtown
Citizens' Advisory Committee - They provide good counsel, to two
people who really need a lot of it, the Fire Chief and the City
Administrative Officer
Cultural Heritage Committee - They preserve the precious; they see
to it that those buildings which preceded us shall: live long after
us
Handicapped Board of Appeals - They believe in equality of access
to our public and private buildings
Housing Authority - They work to get a house over every head,
particularly for those who can least afford it
Human Relations Commission - They extend their sensitivity to
address the unmet human needs in our community
Jack Residence Advisory Committee - They say, let's treat the Jack
House as the beautiful elderly queen she is
Joint Recreational Use Committee - They know that we have two
agencies, but that, underneath, we're still just one community
Mass Transportation Committee - They say, let's get people out of
their cars and into our buses, and reduce traffic and air pollution
Parks and Recreation - They say, our kids and our older people and
our athletes, we love them and we care for them
Parking Management Committee - They say downtown can't be truly
healthy and attractive, unless people can find a place to park
Personnel Board - They say, we're here, when you need us, to
protect both the City and its employees, and we're fair to both
Planning Commission -"They say, the great community of today, can
be even better tomorrow, if we but look ahead with vision

ARCHITECTURAL REVIEW COMMISSION
Approved several new Mixed -Use Projects, including.
• Village at Broad - 74 residential units and about
34,000 square feet of commercial space.
• Four-story building with 3,200 square feet of
commercial floor area and 12 residential condomini-
ums.
Approved student -oriented projects near Cal Poly
• New building for the Lambda Chi Alpha fraternity
house.
• Group housing project (Front Porch) with 7 apart-
ment units, a caretaker's unity and a recreation
room.
Provided conceptual input on Prefumo Creek Com-
mons, the proposed commercial retail center on the
"Gap" property at 11980 Los Osos Valley Road.
Provided direction regarding revisions to the Art Center
to make the design more consistent with applicable
policies and guidelines.
Reviewed the draft night sky ordinance and recom-
mended its approval with some suggested revisions.
BICYCLE ADVISORY COMMITTEE
Created a `Bicycle Boulevard Report Card" for use in
creation, and measuring the success of, City Bicycle
Boulevards.
Supported and volunteered at the Bicycle Rodeo.
Provided recommendations for the Orcutt Area Specific
Plan bicycling facilities.
Helped monitor the bi-annual bike count, that found a
44% increase in bicycle use.
Recommended upper Monterey Street as the pilot
project for sharrows..
CULTURAL HERITAGE COMMITTEE
Expanded the City's educational Historic Plaque
program to include over 500 Contributing Historic
Properties, and added a new historic plaque design
option --a high-quality bronze plaque to beautifully
commemorate the City's most important "Master List"
historic buildings.
Recommended the City Council add 10 historic
properties to the Mills Act Preservation program.
Reviewed and provided recommendations on several
large Downtown development projects that could affect
historic resources, including Chinatown Mixed -Use and
Garden Street Terraces.
Identified the need for a new Citywide historic resources
survey to update the existing historic survey completed
in 1983.

HOUSING AUTHORITY
Continued to address the critical affordable housing
needs in San Luis Obispo in as many ways as possible,
with the following being highlighted:
• 10 Year Plan to End Homelessness.
• First Time Homebuyer Programs.
• Family Self -Sufficiency and Youth programs.
• Section 8 Waiting List -361 households in SLO
are currently being assisted with their rent.
• Moylan Terrace -80 unit affordable homeowner-
ship project.
HUMAN REALTIONS COMMISSION
Conducted a Community Needs Workshop and re-
vised the Grants -In -Aid funding priorities.
Reviewed Community Development Block Grants
and provided recommendations to Council to grant
$620,000 to local agencies.
Granted $126,600 Grants -In -Aid to 30 local non-
profit organizations providing health and human ser-
vices needs.
Continue financial support and monitoring of the
Homeless Shelter. %
JACK HOUSE COMMITTEE
Completed foundation repair.
Accepted donation of new fence by the Rotary Club
of San Luis Obispo.
Held three successful events: Mothers' Day Concert,
Family Fun Day, and Art in the Garden.
Funded the publication of "The House that R Jack
Built" by Docent Marilyn Darnell.
JOINT USE COMMITTEE
Endorsed and revised joint use agreement between
the City and School District.
Approved grants to Central Coast Baseball and SLO
Soccer Club for facility use.
Provided assistance to the San Luis Obispo Youth
Sports Association and SLO Rugby Club for facility
enhancement projects.
Revised the facility use and facility enhancement grant
programs.
Continued to oversee the priorities for use of the ath-
letic facilities in Sinsheimer Park.
MASS TRANSPORTATION COMMITTEE
Provided rides to 1,031,969 citizens in calendar year
2008 and for the second time in SLO Transit history
exceeded one million riders!
Provided rides to 127,071 citizens in October 2008— an
all time high for monthly activity for the second year in a
row!
Extended evening service until 10:30 pm on Routes 2, 3,
4, 6a, and 6b. Carried 54,318 evening passengers in
calendar year 2008 and averaged 23 passengers per hour.
Purchased six new Gillig low floor, heavy duty transit
buses that were delivered in December 2008 via FTA.
STIP, and Prop 1B funding grants. No San Luis Obispo
General Funds were used to purchase these new
vehicles.
Purchased and put into service a new trolley.
Launched online bus trip planner, Google Transit, for
SLO Transit passengers and introduced a new schedule
map in cooperation with GIS Department.
PARKS AND RECREATION COMMISSION
Completed the Athletic Fields Needs Assessment.
Completed the Santa Rosa Skate Park Master Plan.
Provided input to the Mitchell Park Parking Lot.
Supported the Born Learning Trail donation from
United Way.
Approved restroom designs for Laguna Lake Park.
Conducted the Annual Park Tour.
Recommended the addition of a slacklining area to
Meadow Park.
Developed goal recommendations for the 2009-2011
Financial Plan.
PLANNING COMMISSION
Held several public workshops related to the Broad
Street Corridor Plan.
Reviewed and recommended approval of a City night
sky ordinance.
Held the "scoping" meeting for the Prefumo Creek
Commons project, a large retail center located on Los
Osos Valley Road including a Target store and other
retail buildings.
Held the public hearing on the Draft EIR for the Gar-
den Street Terraces project, a mixed-use project con-
taining retail, hotel, and residential uses.
Held six public hearings and a field trip to review the
policies and standards proposed for the Orcutt Area
Specific Plan.
Endorsed the work program for the Housing Element
update and held the first public hearing to initiate the
update process.

CONSTRUCTION BOARD OF APPEALS
The City of San Luis Obispo is pleased to announce
that, other than their annual meetings, no other meet-
ings were required for these Boards in 2008.
Furthermore, no appeals have been filed with the Board
of Appeals since 1988 and so only annual meetings
have been held for this Board since that time!
PROMOTIONAL COORDINATING
COMMITTEE
Supported 24 local non-profit event groups through
Grants -in -Aid funding, distributing $93,000 in grant
money.
Oversaw the implementation of a new exciting market-
ing campaign including support of the SLO Vintners
"Roll -out -the -Barrels" and the SLO Rugby Youth
Championship.
Funded the study component for the Direction Signage
project.
Developed an alliance with the newly formed Tourism
Business Improvement District Board to maximize dol-
lars spent on tourism promotion

Held largest Arbor Day Celebration ever at Laguna
Lake.
Maintained and enhanced Commemorative Tree Grove

Over 300 people attended, artwork and prose contest
winners were on display. Nine young trees were planted.
Revised the Tree Ordinance and sent to the Attorney's
Office for review.

ARCHITECTURAL REVIEW COMMISSION
• Received presentation on revised Garden Street Ter-
races project; affirmed that EIR adequately evaluated
potential environmental impacts.
♦ Approved changes to Village at Broad Street site plan
and building design to accommodate a new market.
♦ Granted final approval to Long-Bonetti.Ranch project
which added new buildings to site where historical
buildings would also be maintained, at South Higuera
& Tank Farm Road.
• Approved plans for Prado Business Park on 20 -acre
site in the Margarita Specific Plan area.
• Approved plans for new car wash, commercial build-
ing, and remodel of existing warehouse at Broad and
Sweeney.
• Proposed kinetic sculpture to be placed in fountain at
intersection of Marsh and Higuera Streets.
s Approved new details for trash/recycling receptacles
and enclosures for news racks in the downtown.
♦ Worked on downtown beautification and community
design guidelines.
BICYCLE ADVISORY COMMITTEE
• Provided input on County Bicycle Transportation
Plan Update.
• Supported Railroad Safety Trail Alternative Align-
ment from Marsh to Hathaway Street.
• Provided input on State Route 1 Major Investment
Study.
♦ Supported alternative route for Prefumo Creek
bridge project.
• Supported development of sidewalk riding educa-
tion poster.
• Assisted in City's bi-annual bicycle count and An-
nual Bicycle Rodeo.
♦ Provided input in Council Goal -Setting process.
♦ Developed recommended policies for Circulation
Element Update.
CULTURAL HERITAGE COMMITTEE
• Developed Historic Preservation Ordinance and up-
dated City's Preservation Program Guidelines.
• Developed updated photo -documentation standards
for historic buildings approved for demolition.
• Reviewed revised Garden Street Terraces project and
confirmed that associated EIR adequately addressed
any historic issues associated with project.
♦ Reviewed EIR work program to evaluate cultural re-
sources that may be discovered as part of Chevron
remediation and redevelopment project.
♦ Reviewed and recommended approval of a project
that proposes re -locating a master list historic building
from 1029 Chorro Street to 1039 Chorro Street and
developing a new two-story commercial building.
• Reviewed six properties for addition to City's historic
properties lists and three properties for addition to
City's Mill's Act program that incentivizes the preser-
vation of historic properties.
♦ Reviewed eight development projects for consistency
with historic preservation guidelines.
HOUSING AUTHORITY BOARD
♦ Section 8 program was fully leased with over 300
units rent subsidized in SLO and 1800 countywide.
• Continued work with City and lender on "Moylan
Terrace" 80 -unit affordable ownership project, with
hopeful 2011 ground breaking.
• Continued to address affordable housing crisis
county -wide with Hidden Creek's 80 affordable
housing unit ground breaking in 2010.
♦ Utilized approximately $360,000 from ARRA grant
to install solar, roof and exterior painting on one
project; upgraded exterior lighting on other projects.
HUMAN RELATIONS COMMISSION
• Conducted Community Needs Workshop and re-
vised Grants -In -Aid funding priorities.
• Reviewed Community Development Block Grants
and provided recommendations to Council.
• Granted $126,000 Grants -In -Aid to 26 local non-
profit organizations providing health and human
services needs.
• Continued financial support and monitoring of
homeless shelters.
JACK HOUSE COMMITTEE
• Worked on gazebo reconstruction; received struc-
tural report with best options to save and refurbish.
• Mothers' Day, Victorian Christmas, and Haunted
House brought over 1000 people to house and gar-
dens making it one of the most well attended series
of events in last several years.
• Volunteers helped to clear and clean buggy shed,
making way for upgrades to doors and lighting, pro-
viding space for displays and small meetings.
• Endorsed formation of Friends of the Jack House,
an independent group that will be the fundraising
arm for the Jack House..
JOINT USE OF RECREATIONAL FACILITIES
COMMITTEE
• 5 -year use agreement signed between City and colle-
giate baseball organizations for use of Sinsheimer
Stadium.
e Approved donation by Babe Ruth to improve and
maintain Stockton Field at Sinsheimer Park.
e Approved One Cool Earth's donation of 20-30
trees to be planted on slope between Sinsheimer
Park and Sinsheimer Elementary School.
MASS TRANSPORTATION COMMITTEE
♦ Provided rides to 1,032,122 citizens in calendar year
2010, only 4th time in SLO Transit history to have
exceeded one -million riders; carred 1,970 bikes and
240 wheelchair passengers per month.
• Monitored Free Fare Subsidy Program for Cal Poly
faculty and students that carried 629,476 passengers.
• Purchased and placed into service Double Deck style
bus.
♦ SLO Transit received $806,453 Federal High Inten-
sity Funding for system performance above nation-
wide average.
♦ Continued to improve SLO Transit system website.
• Considered and implemented route and timing
changes to respond to service requests.
♦ Received award of additional $20,000 from Federal
Transit Administration that will aid in educating sen-
iors and mobility challenged individuals of various
transit use training materials.
PARKS AND RECREATION COMMISSION
• Santa Rosa Park Roller Hockey Rink renamed after
previous City Manager, Ken Hampian.
♦ Damon Garcia turf field goal statement submitted to
Council who approved 5 -year use agreements with
local baseball teams.
♦ Achievement House recommended as Laguna Lake
Golf Course concessionaire and Council adopted
holding golf fees at 2009 rate.
• Rotary Community Garden at Meadow Park con-
structed and dedicated.
• Public Art piece "Bequest" installed and dedicated and
Box Art Festival beautified 16 utility/traffic signal
boxes in downtown.
• Froom Ranch escrow closed adding over 300 acres of
open space to Irish Hills; FASTA agreement to allow
construction of mountain bike skills area at Stenner
Springs.
♦ Laguna Park and Throop Park playground replace-
ment completed; designs for Santa Rosa restrooms
and Meadow Park playground replacement approved.
PLANNING COMMISSION
• Reviewed traffic impact report and neighborhood
traffic calming options for neighborhoods affected by
proposed Broad Street Corridor Plan.
• Certified Final EIR and approved Use Permit and
Tentative Tract Map for Garden Street Terraces pro-
ject.
• Reviewed and approved use permit to allow consoli-
dated homeless services campus and shelter, adjacent
to Department of Social Services.
• Reviewed revision to Zoning Regulations and recom-
mended to Council update of zoning codes and stan-
dards.
• Reviewed update to Water and Wastewater Manage-
ment Element that incorporates expanded discussion
of water supply and demand, reservoir siltation and
capacity, and goals specific to wastewater manage-
ment.
s Reviewed and discussed options for changes to
growth management policies in Land Use Element to
address Council direction.
• Recommended revision of two General Plan policies
to reflect metering effect shown in the Orcutt and
Margarita Specific Plan areas.

CONSTRUCTION BOARD OF APPEALS
• The City of San Luis Obispo is pleased to announce
that, other than their annual meetings, no other
meetings were required for these Boards in 2010.
• Furthermore, no appeals have been filed with the
Board of Appeals since 1988 and so only annual
meetings have been held for this Board since that
time!
PROMOTIONAL COORDINATING
COMMITTEE
♦ Financed three open space kiosks located at South
Hills, Johnson Ranch, and Irish Hills.
♦ Launched ShopSLO/DineSLO website.
♦ Gave grants-in-aid support for events promotion to
29 local organizations, distributing $90,000.
♦ Launched first historic walking tour of Downtown in
collaboration with Historical Society.
♦ Contracted with Verdin Marketing for events bro-
chure.
• Supported inaugural Central Coast Cancer Challenge
at Laguna Lake.
