From: Mourenza, Lydia@DIR [ Sent: Tuesday, July 12, 2016 3:50 PM To: E-mail Council Website Subject: 7/12/2016 city council agenda item#4 The Caudill Street Partners project is ineligible for a density bonus or other incentives or concessions under the provisions of Government Code Section 65915(c)3 for failure to replace the two low income residential houses proposed for demolition. The CDD has failed to even acknowledge this issue while recommending the granting of incentives. This issue must be fully evaluated prior to taking any action. This project as submit also fails to comply with Municipal Code 17.91.100 A 1. As the number type and location of the proposed affordable units has not been submitted with the planning application. M.C.17.91.110 B. also requires specificity of the number and location of the affordable units along with the square footage, number of bedrooms and design of the units. It is inappropriate for the City Council to designate this determination to the CDD. Projects have consistently allocated studio apartments for the low income units as providing the highest return for the developer. This is contrary to the State guidelines that indicate the designated units should be of average size and quality. The low income units are to be integrated into the complex. The planning department has failed to comply let alone advance the "Inclusionary" aspects of the housing requirement. Lydia Mourenza San Luis Obispo
