Mayor Marx and Council Members,
Please see the attached memo, which will be distributed as agenda correspondence for tonight's meeting
under public comment. Council Members have asked specific questions about the schedule of the project, and
have indicated a desire to discuss the status of Luneta Drive on a future agenda.
The schedule in the memo is subject to change as more information becomes available, and we will continue
to update the Council and community regarding upcoming hearings and other opportunities for input. Please let

Subject: 71 Palomar Process and Schedule Update
On July 7, 2016, the Council received an e-mail update regarding the status of the 71 Palomar
housing project. At that time, the decision was made to revisit the biological resources and
aesthetics sections of the initial study of environmental impact, as new relevant information was
brought into the public record with respect to potential impacts of the project that should receive
further evaluation.
The next steps in the process are laid out below to keep everyone up to date regarding the project
schedule. As more information becomes available, staff will provide additional updates. We will
also create a web page to serve as a repository for information associated with the application,
with the goal of providing a quick and easy way for the public to reference relevant project
documents.
Projected Next Steps:
1. 7-20-16: Consultant proposals from Rincon Consultants and SWCA Environmental
Consultants will be submitted for review.
2. 7-29-16: Internal deadline to execute a contract with the selected consultant to provide
additional environmental review services.
3. 8-1-16: Conceptual ARC review.
4. September 2016: Completion of additional environmental review and beginning of public
review of the updated environmental document.
5. 10-17-16: Project presented to ARC for review and action.
6. December 2016: If appealed City Council review of the project.
This schedule is very preliminary and will be updated once the City receives the solicited proposals
and reviews the proposed scope of work for those studies. Based on the feedback received, and the
actual scope of work, the timeframes may be different. The ARC may also need more than one
meeting to make a decision on the project. Staff will provide a more detailed schedule as soon as
possible.
In addition to the environmental review, Council Members have asked staff about the process for
determining the scope of Luneta Drive improvements. Luneta Drive is shown on Figure 1 of the
Circulation Element as a local street connected to Palomar Drive. The street currently does not
provide for through traffic. An e-mail from Jake Hudson is attached, which explains what the
General Plan says about this planned connection. Under the current policies, any approval of the 71

Palomar project would include a condition requiring the project to finish the street improvements
across the project frontage. The 71 Palomar frontage is the final improvement needed to complete
a two-lane local street at that location — and the requirement would be identical to that applied to
the adjacent subdivisions that have already completed the required street improvements.
As part of its approvals of adjacent subdivisions over the past thirty years, the City Council has
deferred the completion of the street until the development of 71 Palomar. If the City Council is
interested in revisiting the design of Luneta Drive, along with the associated effects of this change,
direction should be provided to staff to place the item on a future agenda for discussion. Council
review can be accommodated within the schedule outlined above. The discussion will inform how
staff writes the condition of approval that implements the frontage improvement requirement.

The Luneta connection is shown in Figure 1 of the Circulation Element and Policy 7.3, Table 4 of the
Circulation Element establishes acceptable traffic volume thresholds for streets (Attached .pdf). Figure 1 of the
General plan in regards to the Luneta connection is however at a higher programmatic level which reflects the
more detailed subdivision approvals. The primary Council approvals providing for Luneta to be opened to thru
traffic are the subdivisions that occurred from the 1950's thru the 1990's. Below is a summary of those, let me
know if there is any particular documentation of those you would like me to pull and send your way.
Luneta was opened to thru traffic around the late 1980's and early 1990's on the south half of the street when
the 1994 General Plan update occurred. The connection with thru traffic was reflected in the general plan at
that time and assumed in the traffic models for the EIR. In 1995 the half -street section was closed/blocked with
the bollards that exist today at the request of the fire department via a work order. There were no changes to
the 1994 circulation element for Luneta in 2010 so it carried forward to the LUCE and was assumed in the
traffic models for the LUCE EIR.
Luneta Connection Summ
1950's — Initial large lot subdivisions established the alignment for Luneta
1970's — Council approved Subdivision of lots on north side of Luneta (ie.... Tropicana apartments & 71
Palomar). North half of Luneta constructed as part of subdivision requirements except section fronting 71
Palomar. Luneta Section fronting 71 Palomar was exempted because that lot was remnant of subdivision and
was not being developed.
1980's — Council approved Subdivision of residential lots on south side of Luneta. Lots opposite 71 Palomar
were also required to build north half of Luneta at the time under the subdivision regulations. The Council
however granted exceptions deferring the public improvements along the frontage of 71 Palomar until the
development of that lot occurred because the fraternity was unwilling to sell the frontage therefore the
improvements would have required eminent domain.
The full width Luneta connection to Palomar was designed and approved, although the north half was deferred
per Council Direction. South half of Luneta was constructed and opened to two-way traffic on the south half of
the road around 1987.
1990's- As part of the 1994 General Plan update the Luneta connection was amended into the plan and the
traffic models used in the EIR assumed that connection.
In 1995 the road was closed/blocked at the request of the fire department as part of a work order.
2010 — The Luneta connection was carried forward from the 1994 General Plan to the 2010 General Plan and
also assumed in the traffic model used for the LUCE EIR.
