Regular Meeting
Monday, May 16, 2016
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Architectural Review Commission was called to
order on Monday, May 16, 2016 at 5:00 p.m. in the Council Meeting Room, located at 990 Palm
Street, San Luis Obispo, California, by Vice -Chair Suzan Ehdaie.
ROLL CALL
Present: Commissioners Allen Root, Amy Nemcik, Ken Curtis, Patricia Andreen,
Angela Soll, Vice -Chair Suzan Ehdaie, and Chair Greg Wynn
Staff Present: Deputy Community Development Director Doug Davidson, Assistant Planner
Walter Oetzell, and Recording Secretary Brad T. Opstad
CONSIDERATION OF MINUTES
Minutes of the Architectural Review Commission meeting of April 4, 2016
AMENDMENT: Page 3, insert fifth paragraph just prior to Action, to read: "Commissioner
Curtis stated that he could not make the Findings that are necessary to approve the requested
Exception to the Creekside setbacks."
ACTION: UPON MOTION BY COMMISSIONER ROOT, SECOND BY COMMISSIONER
ANDREEN, the ARC Minutes of April 4, 2016 were approved as amended on the following 7-0
vote:
AYES: Root, Andreen, Soll, Nemcik, Ehdaie, Curtis, Wynn
NOES: None
ABSTAIN: None
ABSENT: None
PUBLIC COMMENT ON NON -AGENDA ITEMS
None.
PUBLIC HEARINGS
1) 2881 Broad Street. ARCH -2264-2015; Construction of one single-family
dwelling and three detached residential condominiums, including a request for a
reduction in the minimum street yard depth to 15 feet along Stoneridge Drive and
Architectural Review Commission Minutes of May 16, 2016 Page 1
10 feet along Perkins Lane where 20 feet is normally required, with categorical
exemption from environmental review, R -2-S zone; Dustin Pires, applicant.
ACTION: UPON MOTION BY COMMISSIONER SOLL, SECONDED BY
COMMISSIONER CURTIS, the Item was continued to a date uncertain on the following 7-0
vote:
AYES: Soll, Curtis, Nemcik, Andreen, Root, Ehdaie, Wynn
NOES: None
ABSTAIN: None
ABSENT: None
2) 848 Via F.steban, ARCH -2541-2015; Construction of a new two-story light
industrial building, with a categorical exemption from environmental review; M
zone; 848 Via Esteban, LLC, applicant.
Deputy Director Davidson introduced Assistant Planner Oetzell who provided
Staff Report on the proposed light industrial building on vacant parcel.
Steven Pults, project architect from Pults & Associates, introduced Andrew Grow,
President of Injectors Direct; passed around colors & materials board and pointed
out amenability to altering rear wall color from its proposed black; indicated they
were attending Meeting primarily to answer questions.
In response to Chair Wynn's inquiry, Architect Pults indicated the northerly
building wall would be painted black over smooth block. Chair Wynn consulted
Planner Oetzell on standard condition for selecting smooth stucco; recommended
discussion of alternative articulating color scheme while remaining true to material
on north wall pilasters.
Vice -Chair Ehdaie considered the possibility of lightening up the overall color
palette. In response to Commissioner Soll's inquiry, Applicant Grow informed that
proposed color scheme was prescribed via company's branding.
Commission discussed the aesthetics and durability of window trim bands while
suggesting alternatives.
ACTION: UPON MOTION BY CHAIR WYNN, SECONDED BY COMMISSIONER
CURTIS, the Commission approved the Item with direction to 1.) Consider and review north
wall with alternatives proposed (use of contrasting block; altered color scheme of window
bands from black), as approved by the Community Development Director; and 2.) Add ARC
standard Condition for smooth stucco, on the following 7-0 roll call vote:
AYES: Wynn, Curtis, Root, Nemcik, Andreen, Soll, Ehdaie
NOES: None

ABSENT: None
STAFF DISCUSSION
Agenda Forecast
Deputy Director Davidson provided the Agenda Forecast for June:
June 6th: Crown Castle wireless communication antennas with numerous locations of right-of-
way poles on which they're affixed throughout City; large mixed-use project in Broad Street
Area on Caudill; small residential project on Ferrini.
June 20th: Significant remodel of Ford/VW auto dealership on Los Osos Valley Road
Informal and laudatory discussion ensued on the University Square shopping center remodel and
the McMillan Street cell repeater.
Deputy Director responded to Commissioner Soll's inquiry pertaining to the guidelines and
determinations involved regarding which projects appear before ARC and which strictly garner
administrative hearing and approval. Chair Wynn mentioned that ARC Chair does occasionally
confab with Community Development Directorship to assist in making earlier judgment on
proposed projects at staff -level setting and intimated that this practice might possibly be
occurring more frequently in future.

COMMISSIONER SOLL, the Commission adjourned at 5:34 p.m. by unanimous vote.
