CA 93401-3249 805 781 7114 siocity orcl July 19, 2016 To: Colleagues and Staff From: John Ashbaugh Re: Guiding Principles for Diablo Canyon Nuclear Power Plant After reviewing the draft "Guiding Principals," I have the following modifications that I propose in order to clarify and strengthen our position in our interactions with PG&E and other stakeholders in the coming weeks, months, and years: #1: Title: "Guiding Principles" #2: Propose modified text as follows: The City is requesting a At W ` We `aG-� a Fe eva:.rfprmal role with other affected parties in the community, including but not limited to The San Luis Coastal School District, the County of San Luis Obispo, the -other cities and other governmental agencies in the region in order to: 1) Ensure the continued safe operation of the DCCP, armi-so as to protect the health and safety of the community. The Citv's primary focus is to extend funding forthe emergency preparedness fuAding-extezisie activities, but may also include other public health and safety related activities. 2) Foster creativeRg solutions that will mitigate lessen the short and long term fona coal economic and fiscal impacts to the community. This could include a longer runway on tax offsets to ease the transition, direct funding for programs impacted by the loss of tax revenue and other direct financial contributions. These opportunities could involve direct funding and/or commitments for a certain amount of jobs remaining in the community for a specified amount of time. 4) Develop a plan to address the potential long term impacts of closing a nuclear facility. This includes spent fuel management, decommissioning, hazardous waste clsslaoscli, and local vendor preference for request for offers (RFO) for new energy sources. 5) Explore options for the future ae5e-ek4he-uratectian of land and marine resources, call Lural resources, historic sites. and related facilities. his -These options could include desalin4ation, lame sealerenewable energy generation, and general land designation (open space, development, etc.)
