Opstad CALL TO ORDER Chair Wynn called the meeting to order at 5:03 p.m. CONSIDERATION OF MINUTES Commissioner Andreen and Commissioner Curtis proposed the following amendments to the Architectural Review Commission Meeting Minutes of March 7, 2016: 1) Public Comments, second page, first paragraph, third sentence revised to read: “She asked that if the Commission finds it appropriate, she would ask that it invoke tree protection measures and require the Applicant to cover protect vegetation and its roots during construction.” 2) Consideration of Minutes, seventh page, Action, revised to read “MOTION BY COMMISSIONER NEMCIK, SECONDED BY COMMISSIONER CURTER CURTIS to approve the Minutes, as amended, passed unanimously 6-0. ACTION: MOTION BY COMMISSIONER CURTIS, SECOND BY COMMISSIONER SOLL to approve the Minutes, as amended, passed unanimously 6-0, with Commissioner Root refraining (absent). PUBLIC COMMENTS ON NON-AGENDA ITEMS None. Minutes Architectural Review Commission Meeting of April 18, 2016 Page 2 PUBLIC HEARINGS 1. 179 Cross Street. ARCH-2232-2015; Review of the development of three commercial warehouse buildings totaling 29,280 square-feet, including a request for a 10% parking reduction, with a categorical exemption from environmental review; C-S-SP zone; Cross Street 179, LLC, applicant. Assistant Planner Bell displayed PowerPoint slides of a contextual map of site, project description, elevations of three (3) buildings and a point of access map in his presentation. APPLICANT PRESENTATION Michael Peachey, Principal of MW Architects, introduced Applicant Richard Paul, Jr. and Architectural Designer C.J. Horstman, who passed around a color palette and made a PowerPoint presentation on the site’s developments. Architect Horstman mentioned the proposal of the existent gates on site and creating a private drive and connecting the Cross Street and Suburban Road to encourage visitors to a centralized area. Applicant Paul clarified the requested parking reduction by stating that, with no tenant specifically involved at this point, the Applicant team took the proactive measure of developing parking in an 80% warehouse and 20% office arrangement and a proposed 10% reduction providing the landlord flexibility. COMMISSION DISCUSSION In response to Commissioner Curtis’ inquiry, Architect Peachey explained that parking spaces may also provide additional flexibility and fuller utilization of tenants adjusting to their specific needs. In response to Commissioner Curtis’ further inquiry, Planner Bell informed that differing levels of density concentrations would be reviewed through the Airport Land Use Plan consistency during the business license process. Deputy Director Davidson added that each use would need either a use permit or airport review, dependent upon its type of use. In response to Commissioner Curtis’ further inquiry, Architect Peachey stated that the new road between Suburban and Cross will be a private access road and its drainage function will remain. In response to Chair Wynn’s inquiry, Applicant Paul indicated that, while he would not rule out the possibility of a food service operation occupying any of the three buildings, noting that no business has entered in discussion with ownership at this time. Planner Minutes Architectural Review Commission Meeting of April 18, 2016 Page 3 Bell added that any brewery-restaurant concept or outdoor entertainment venue would require a Use Permit. In response to Vice-Chair Ehdaie’s inquiry, Planner Bell indicated that because the buildings’ path of travel is for accessibility, there could be an added Resolution Condition to provide additional pedestrian pathways. Commissioner Nemcik and Chair Wynn encouraged the Applicant to consider accommodating Public Art onsite as opposed to paying in-lieu fees. Deputy Director Davidson pointed out Condition #18 to respond to Commissioner Curtis’ earlier inquiry concerning drainage. PUBLIC COMMENT None. COMMISSION DISCUSSION Commissioner Soll made a Motion to approve the project as recommended by Staff; Commissioner Andreen seconded. In response to Commissioner Nemcik’s inquiry, Chair Wynn indicated that the items added for consideration of conditioning were the encouragement of Public Art and linkages to plaza space between buildings. Chair Wynn shared concern about converting the connector road into a shortcut thoroughfare which creates a need for both traffic calming and pedestrian amenity; suggested a raised plateau or access-path step within the drive-by. ACTION: UPON MOTION BY COMMISSIONER SOLL, SECONDED BY COMMISSIONER ANDREEN, the Commission approved the Resolution No. ARC- 1007-16, entitled “A Resolution of the San Luis Obispo Architectural Review Commission approving the Development of three commercial warehouse buildings totaling 29,280 square feet, including a request for a 10% parking reduction, as represented in the staff report and attachments dated April 18, 2016 179 Cross Street (ARCH-2232-2015)” to approve the project with the following addition to Planning Division conditions: “The project shall provide alternative paving materials, public art, pedestrian amenities or other traffic-calming measures to slow down traffic through the site.” Motion passed 7-0-0-0 on consensus vote. AYES: Soll, Andreen, Root, Nemcik, Curtis, Ehdaie, Wynn NOES: None RECUSED: None ABSENT: None Minutes Architectural Review Commission Meeting of April 18, 2016 Page 4 AGENDA FORECAST Deputy Director Davidson provided the Agenda Forecast for May: May 2nd: Study Session on Land Use Policy 2.13 on Neighborhood Compatibility; mixed-use project in South Higuera Area; return of hotel project on Calle Joaquin May 16th: Three-condominium project on Broad Street at Stoneridge; light industrial warehouse on Via Esteban; signage for Ross at the Sports Authority space in Madonna Center The Commission informally clarified the status of several projects.
