I am writing to you to ask that you either, 1. remove this project from your purview at the 1 August 2016 meeting, or 2. postpone even conceptual approval of this property UNTIL after the appropriate environmental review. It has not received proper CEQA review, and as such, is in grave danger of being passed improperly from your "recommendation" to final approval WITHOUT legal review and detail. This is not only illegal, as we have been reminding the powers at the City of this fact, they actually scheduled some level of rereview in September, and yet refuse to cancel your consideration of the project, even on a conceptual review, before this more extensive CEQA inspection can be completed. As many of us citizens know from previous experience, a conceptual review by your body is basically a final approval. This is not appropriate as the environmental damage expected to be accomplished on this project due to the extreme plans of the developer, is so significant as to destroy the wildlife/bird/historic properties of this location. We have personally sighted owls, hawks during fledgling, and significant trees which the developer intends to destroy. The last look at this property by an "environmental" reviewer, Olivera company, was laughable at best. It lists only a few sparrows and no important trees. (later "assessment" noted a couple of trees for "heritage status"). This is a travesty of the first water. The other significant fact you need to know is this is student housing ONLY. The letter that I read sent to the CHC from a single mother in Santa Maria who has a small child she leaves there daily to work here, is shot through with heaps of propaganda our city has fed the populace. Namely, these will be workforce housing/and/or low income housing. Please be honest with yourselves. This is ONLY student housing at $999 (starting price per month) PER BED!!!!! This is only for students as they don't care if all they have is a bed. They are rarely home, never eat at home, and party at any locations. I know the habits of students due to the 9 or so that live across from us in an R-1 neighborhood. We are reminding the landlord constantly of his responsbilities. Our pleas fall on deaf ears. PLEASE do not allow the city and the developer to destroy this property and its trees and wildlife and other flora. Do not destroy any chance for REAL workforce HOUSES on that location. AND you can make them true low income by deed restriction on each house so that they pass only to other low income buyers/purchasers. 49 trees, you have 49 trees you will allow to be clear-cut with your approval of this wolf in sheeps clothing. you should be ashamed should you go ahead and ignore that. I also believe you will destroy a historic house, designated by the city, FOR MONEY from the developer. SHAME ON YOU IF YOU DO!! dia hurd
