The proposed student housing project is significantly deficient in onsite parking and will add to an already grossly
overburdened neighborhood. I have provided photographs of Ramona towards Broad, and up Luneta. The shopping
center is fenced off while undergoing renovation currently, but when reopen the employees will again be parking on the
street.
While many students take the bus, bike, or walk to school, they also have car regularly used for local activities. This
project will remove 6-7 spaces on Luneta due to the expansion of the sidewalk in order to creat the necessary approach
to the parking structure. Parking is already limited by a fire hydrant, the Luneta Fire -lane, and the Palomar/Serrano
parking district which prohibits parking without a permit, the purchase of which is limited to single family homeowners.
With an estimated of 129 to 150 adult nonaffiliated occupants, and the provision of a mere 63 parking spaces, including
for guests, the project adds an additional 73-94 cars dependent upon street parking. Even if Luneta Drive is opened by
the project no street parking will be added due to traffic calming measures.
The San Luis Obispo Parking Services Mission Statement : 'Working in partnership with the community, we are
committed to providing equitable and high-quality parking services to the citizens, visitors, and businesses in the City of
San Luis Obispo' one of the stated guiding principles is'Neighborhood Wellness'
The city circulation element "14.1.2 Neighborhood Protection The City shall facilitate strategies to protect
neighborhoods from spill-over parking from adjacent high intensity uses."

8.1.4 Neighborhood Traffic Management
The City shall ensure that neighborhood traffic management projects: A. Provide for the mitigation of adverse impacts
on all residential neighborhoods.
8.1.7 New Project Evaluation
The City shall not approve development that impacts the quality if life and livability of the residential neighborhoods..
8.2 Programs
8.2.3 Quality of Life
The City shall analyze residential streets for their livability with re guards to multi-modul traffic noise, volumes, speed,
and safety as well as the amount of pedestrian and bicycle traffic and potential excess right-of-way pavement.
None of these issue have been considered or evaluated thus far. Please defer consideration of the 71 Palomar project
until necessary studies have been undertaken, reports submitted, and ample time afforded for community review and
response.
