Subject: Bus Route on Augusta Road in Short Range Transit Plan (SRTP)
Dear Mayor and City Council:
I am writing this letter to express my concerns about the safety of the
operations of transit buses on the subject Road.
In the beginning the development of the SRTP Route 3 in the proposed plan
was to be moved from Augusta Road to Fremont Road. This change in Route 3
was in response to Bus Driver concern for the safety of the route when the
Sinsheimer Elementary School is in session. This change could not be made
because it effected the normal bus stop elderly passengers in the area use.
Route 3 in the existing plan still has Augusta Road on the route. My concern
with this plan is that the route, even without the buses on the road, is not very
safe. During pick-up and delivery times the Road gets plugged up with parent cars
delivering or picking up children. I have driven on the road in these times and the
movement of children is very random and not very safe. Children are getting out
of or into cars while the cars are on the streets. They leave the cars either in front
of or in back of cars going in both directions. At the time I observed these motions
I did not have a camera. When school opens again on August 24th I will try to get
some picture on what is hapenning on this Road.
I noticed in the Traffic Improvement Plans for the City of San Luis Obispo
that the Augusta Neighborhood (Sinsheimer Elementary to Laurel Lane) number is
number 3 of a list of 5, which tells me that this situation has been identified as a
area to be updated. (Copy of the plan is attached)
Also attached is the traffic counts that have been conducted on Augusta
Road on March 22 and 23 of 2015. This traffic count data shows that the flow can
be as high as 210 vehicles per hour during times when school starts or ends. A
graph of this data is also attached.
I am very concerned for the safety of the students and think that the
planned improvements on the Road should be implemented as soon as possible
given the plans to use this road. Also the bus drivers, should not be forced to
drive in an unsafe situation. A couple of short term solutions might help the
situation. 1) eliminate parking on one side of the Road or 2) have the bus service
interrupted during times that students come and go to the school. These times of
7 to 10 in the morning and 3 to 6 in the evening.
When school starts again I will take some pictures to show the level of
congestion on the road. (More children are hit by cars near schools than any
other location, attached)

Traffic Improvement Plans
City of San Luis Obispo, CA: Traffic Improvement Plans
As part of the analysis for a Neighborhood Action Plan, City transportation staff will conduct various studies such as vehicle
volume counts, speed surveys, and review collision patterns. Staff s analysis of the data and existing traffic conditions may qualify
a neighborhood for a Traffic Improvement Project. Traffic Improvement Projects require neighborhood -wide support, therefore a
petition from the neighborhood in support of a future Traffic Improvement Project is the first step. Once the petition is received,
the neighborhood is placed in the queue and is addressed on a first -come -first. -serve basis.
Once a neighborhood reaches the head of the queue, a neighborhood kick-off meeting will start the project and
residents will work with City staff to identify and document the traffic concerns. A Neighborhood Action Team
will be formed consisting of 5 to lo residents to act as representatives of the neighborhood and work with City
staff to develop a draft Traffic Improvement Plan.
The draft Traffic Improvement Plan will be voted on by the entire neighborhood prior to being presented to City
Council. A vote will be considered successful when a minimum of 51% of the study area's households complete
and return the ballot and 67'0 of the returned ballots support the plan. If the neighborhood votes in support of the
Traffic Improvement Plan, it will then be presented to the City Council. Upon City Council's approval and funding
is available, the project will be implemented and monitored.

In most communities, perhaps including yours:
• More children are hit by cars near school than at any other location.
• Too many cars are being driven near schools.
To help change this pattern, consider some of these low-cost and easy -to -implement
measures. Schools, parents and local governments can undertake these actions.
■ Develop drop-off and pick-up rules: Create and update written drop-off and pick-up
procedures. Give them to parents at the start of each school term and periodically through the year.
■ Conduct regular traffic safety training: Have school personnel, police and volunteers
periodically monitor drop-off and pick-up conditions and provide instruction to drivers. (Feel free to use
or adapt Walk to School Headquarters' "Letter to parents and drivers," located on our website.)
Encourage carpooling: Promote carpooling and consider providing incentives to carpool vehicles.
For example, provide carpoolers their own drop-off and pick-up lanes.
® Stagger bell times: The school starting and ending times are staggered for different grades (e.g., K-
2 and 3-5), creating two smaller peak traffic flows instead of one large peak flow.
■ Create a park -and -walk plan: Adults can simply find parking further away from the school to
drop-off and pick-up children. They can join students for the short walk, if desired or needed. For a
school -wide plan, ask nearby facilities, such as a church or shopping center, if their parking lot can be
used for dropping -off and picking -up children. Children can walk, sometimes escorted by school staff or
volunteers, between that location and the school.
Use a "valet" at drop-off: Cars pull up and a "valet" (school staff, parent volunteers or older
students) opens the student's door to expedite drop-off. Drivers are not permitted to leave the vehicle
and must proceed after the door is shut.
■ Revise curb striping and signing: Working with the local public works department, drop-off and
pick-up zones can be extended, parking and stopping restrictions modified, etc.
Sometimes, physical improvements are needed to improve drop-off and pick-up conditions. These cost
more than operational measures and can take years to put into place. With funding, consider providing on-
site drop-off and pick-up lanes, separating the car and bus (and sometimes carpool) lanes, and creating more
on-site parking.
The most effective - and the healthiest - way to improve drop-off and pick-up conditions
is to walk or bicycle with your child. Schools were designed with children's safety on foot and bike in
mind. With fewer cars, well-trained families and more civilized drivers, drop-off zones can again be safe
places.
