1. This project should be conducted in- house by an individual who lives in the City. Interns could be used to assist,
temporary workers to cover for the usual duties of the assigned staff person.
2. The project should take the form of legislative draft. Chapters worked through systematically 40-50 pages at a time
with related public workshops.
3. Any zoning that exists based upon a specific use and related use permit to automatically revert to prior zoning; i.e. 71
Palomar was changed to R4 based upon a fraternity use not otherwise allowed in it's existing zoning. Upon loss of that
use the property should have automatically reverted.
4. No residential rental "by the bed" should be allowed in any zone. Rental of housing by the dwelling unit only, subject
to a maximum number of occupants (this number to be established upon application for any building permit).
5. Off -campus student housing to be a specific zoning classification with parking required per occupant, either on-site or
in assigned specified documented off-site long term parking. On-site overnight manager required. Only specifically
zoned addresses able to identify themselves or make any such reference to "student housing". New projects of this
nature to be discouraged as promoting residential segregation and discrimination which discourage neighborhood
inclusion and promote town/gown tension.
6. As alternate to #5, all new exclusionary student housing be prohibited; conversion of existing developments to accept
any qualified tenant supports the City in providing for workforce and family housing needs to assist in alleviating that
significant unmet need and should be encouraged.
