RE: THE BRICKYARD, 2590 Broad Street, SLO - PDEV-3310-2016 HISTORY OF MEDICAL USE IN THE COMMERCIAL SERVICE (C -S) ZONE 1996— Brickyard PD was approved. Medical offices were prohibited (consistent with underlying zoning).. PD and development was processed with an MND. 2004— City zoning ordinance is updated to allow medical offices with Directors approval and specific findings. (Ord. 1451. App# TA/ER 22-04) Approved with negative deceleration (ER22-04). 2014— South Broad Street Area Plan is adopted in conjunction with the LUCE update with a certified EIR. The South Broad Street Plan allowable use table matches the existing City-wide zoning regulations for Medical Service in C -S. EXCERPTS FROM 2004 NEGATIVE DECLARATION Traffic: The project is an amendment to the Zoning Regulations and General Plan amendments to allow medical offices in C -S and BP zoning districts. Medical offices would have to be located along arterial or commercial collector roads, which are designed to handle any increased traffic that may be associated with a specific development project. Parking requirements for medical services are 1 space per 200 square feet of medical office floor area. As long as this requirement is met, there will adequate parking for proposed medical facilities. • Land Use: The project will not conflict with any land use plan or policy that mitigates an environmental effect. No development plans are proposed or anticipated that would divide an established community and there are no habitat conservation plans that will be effected by the proposed amendments. • Public Services: The proposed project will result in physical development that is typical for the C -S and BP zones. No impacts to public services are anticipated. CURRENT FINDINGS REQUIRE D'TO ALLOW MEDICAL SERVICE USE IN C -S (excerpt from the City-wide Zoning Regulations) In order to approve a Medical Service use in the C -S or BP zones, the Hearing Officer must make the following findings: a) The proposed medical service is compatible with surrounding land uses. b) The proposed medical service is located along a street designated as an arterial or commercial collector in the Circulation Element and has convenient access to public transportation. c) The proposed medical service will not significantly increase traffic or create parking impacts in residential neighborhoods. d) The proposed medical service is consistent with the Airport Land Use Plan. e) The project will not preclude service commercial uses in areas especially suited for these uses when compared with medical services. fi The project site can accommodate the parking requirements of the proposed medical service and will not result in other lease spaces being under-utilized because of a lack of available parking. 3427 Miguelito Court San Luis Obispo.
