Serra Meadows Affordable Housing Amendments
About this petition
We, the residents, future residents and neighbors of Serra Meadows in San Luis Obispo, CA feel that
amendments need to be made to the affordable housing project within the Serra Meadows
development. We are all in support of low-income housing and the need for it within our county. We
simply feel it needs to be executed in a responsible manner that cohesively fits in with the
surrounding neighborhood.
We suggest that the number of units be lessened. We suggest that the buildings are lowered to two
stories and are moved to the back of the lot closest to the mountain, as to protect the privacy of
residents below. Lastly, we suggest that sufficient parking (2 spaces per unit) be provided on the low-
income lot. As this is an already densly built neighborhood, we don't want the problem of insufficient
parking for these apartments to exacerbate the problem.

story maximum height limit on buildings for years. It has served the people well and
preserved the beauty and character of the city.

Comments: Is it too late to swap parcels with the builders so that the affordable housing
fronts Prado? I understand the builders have not had plans approved for their residential
idea. The lot dedicated to affordable housing is a prime location. SM residents should not
have apartment spill-over parking onto single family housing streets. Apartment designers
need to go back to the drawing board to lower building heights, create parking within their
confines, create play areas for children in the 36 units.

Comments: The low income apartment project suggesting 37 parking spaces for 36 units
makes no sense. All you have to do is drive around the city and see the car to
house/condo/apartment ratio is more than 1:1. The parking situation in Serra Meadows is
already cramped let alone an additional 36+ cars spilling over from the apartment
complex to street parking in Serra Meadows. Please reconsider and be respectful to
everyone in the neighborhood especially people that will be tenants of the complex. Who
wants to park half a block away from their home because the project wasn't thought
through completely.
And I also agree with everyone else about going with a two story complex vs three story.

Comments: As I am waiting for my home to be finished in Serra Meadows; I have just
recently been informed of this housing complex. As I feel more affordable housing is
always good, you must consider what it will do to the neighborhoods around that are
already existing. I am a real estate agent and believe that a 2 -story complex would be
more desirable.
You really need to have 2 parking spaces per unit, or you will have cars parked
everywhere around the area. I feel that this is just as important.

Comments: As a resident of Serra Meadows, I am concerned about these plans, and
agree with the other comments. 3 stories is too tall on an already elevated location. And
there must be at least 2 parking spaces for every unit (and should have 3 places for the
larger units) - we lived in a similar neighborhood to Serra Meadows in Sacramento, and
were across the street from a low-income apartment complex that didn't have enough
parking spaces. The residents had no option but to park on our street - usually 10 or
more cars each day. This made it impossible for our guests to find places to park, and
the apartment residents didn't have any pride in our neighborhood, so we regularly had to
clean up after them (trash, dumped ashtrays, and other unmentionables). There was also
a lack of places for children to play, so that brought them into the streets, which wasn't
safe for any of us. I would hate to see this happen in Serra Meadows, so I hope that a
more appropriate complex will be designed.

Comments: Affordable housing is great, though it's disappointing that it's rental property
vs. owning where they could actually start building equity. Regardless of that, a three
story structure on that already elevated property seems quite egregious.
In addition to the shear size, the parking ratio is quite absurd; all that does is push
parking to the residential streets surrounding which is really unacceptable.

Comments: Being a realtor for many years, I appreciate the fact that low income housing
is being built, but at the same time, you will need at least 2 parking spaces per unit. If
there is not enough parking in the complex, it will spill over to Serra Meadows and that
does not bid well. A 3 -story building does not exactly go along with the homes around
there. A 2 -story complex is much more suitable for the area. Please take this in to
consideration in the final phase of planning. (2 -story and 2 parking spaces per unit)
