HomeMy WebLinkAbout09-15-2016 Environmental Center of San Luis Obispo (ECOSLO) - Agreement No. 1AMENDMENT TO AGREEMENT NO. 1 THIS AMENDMENT TO AGREEMENT is made and entered in the City of San Luis Obispo on September 15, 2016, by and between the CITY OF SAN LUIS OBISPO, a municipal corporation, herein after referred to as City, and the Environmental Center of San Luis Obispo (ECOSLO), hereinafter referred to as Contractor. WITNESSETH: WHEREAS, on September 15, 2015 the City approved an Agreement with Contractor for environmental education purposes through the publication of the SLD Stewards newsletter and SLO Stewards docent program; and WHEREAS, the City desires to amend the scope of services to include additional education and docent training activities; and NOW THEREFORE, in consideration of their mutual promises, obligations and covenants hereinafter contained, the parties hereto agree as follows: 1. The scope of services and related compensation is hereby amended to include an additional task wherein Contractor will provide additional training by its docents of natural resource values and proper trail etiquette with the Week of Welcome "WOW" group leaders associated with freshmen orientation activities at Cal Poly State University, San Luis Obispo, and Contractor has appropriate experience and staffing for this purpose that is acceptable to the City. 2. City will pay Contractor an additional lump -sum amount of $2,500 for this service. 3. All other terms and conditions of the Agreement remain in full force and effect. Hill, Natural Resources Manager SUBJECT: AMENDMENT TO ECOSLO AGREEMENT FOR PROFESSIONAL SERVICES RECOMMENDATION Approve the use of $2,500 of Natural Resources Program operating budget funds for a contract amendment with the Environmental Center of San Luis Obispo County (ECOSLO) to support SLO Stewards docent training opportunities with Cal Poly's Week of Welcome leaders. DISCUSSION The City of San Luis Obispo has had a mutually beneficial service agreement with ECOSLO for many years. It has also been a long-standing facet of our agreement with ECOSLO that they publish the SLO Stewards newsletter, coordinate docent -led hikes and stewardship events, and provide support to other City programs including the greenbelt program. Our current agreement for the 2015-17 period continues its focus on "Retainer services" including the publication of three SLO Stewards newsletters, docent -led hikes and land stewardship events such as native plantings, invasive plant control, watering, trail construction and maintenance, and other environmental projects. Payment for these services is based on a quarterly lump -sum of $2,500 based on demonstration of performance towards achieving the specified tasks, with quarterly billings and semi-annual reports due to the Natural Resources Manager. At this time, ECOSLO has come forward with an offer to provide additional assistance with training of Cal Poly's Week of Welcome (WOW) leaders relative to proper open space trail etiquette and compliance with City open space rules and regulations. This will include engagement for this fall's WOW, as well as more in-depth training and orientation with lesser-known hikes starting this November in advance of WOW 2017. Burdens on City Open Space and surrounding neighborhoods have been problematic in the past due to noise, crowds, and parking impacts during WOW, followed by ongoing issues thereafter such as after-hours "night hiking" use. The proposed outreach efforts will be in coordination and complimentary to those of the Natural Resources Program and Ranger Service.
