City Hall- Council Hearing Room CALL TO ORDER: Chair Matthew Wilkins PUBLIC COMMENT: Each speaker is limited to two minutes of public comment for items not on the agenda. Public comment for each agenda item will be called for separately and is also limited to 2 minutes per speaker. State law does not allow the board to discuss or take action on issues not on the agenda, except that members of the board may briefly respond to statements made or questions posed by the person giving public comment. Staff may be directed by the board to follow-up on such items and/or place them on the next board agenda. HOMESTAY PROGRAM UPDATE 15 mins Xzandrea Fowler, Deputy Director Community Development, will update the TBID on the homestay program activity. 2. MARKETING AGENCY QUARTER REPORT 15 mins Representatives from BCA + Matchfire (formerly StudioGood) will present the quarter report for the marketing activities for the SLO TBID. 3. SLO CHAMBER QUARTER REPORT 15 mins Representatives from the SLO Chamber will present the quarter report for the contracts with the SLO TBID. BUSINESS ITEMS Public comment will be taken for each individual agenda item. Each speaker will be limited to two minutes of public testimony. 1. LIVE CHAT PILOT PROGRAM RESULTS 20 mins Dusty Colyer-Worth, Visitor Center Manager, will present the final program results of Live Chat for the Board’s consideration of next steps. 2. SLO TOURISM LOGO MERCHANDISING 10 mins Management Committee will present the recommendation to partner with the SLO Chamber Visitor Center on the distribution SLO branded merchandise through a licensing agreement. 3. 2017-19 GOAL SETTING 20 mins In preparation of the goal setting process for the 2017-19 Financial Plan, the Council asks its advisory bodies to set forth goals and achievements for Council to consider. Minutes - DRAFT TOURISM BUSINESS IMPROVEMENT DISTRICT BOARD Wednesday, September 14, 2016 Regular Meeting of the Tourism Business Improvement District Board CALL TO ORDER A Regular Meeting of the Tourism Business Improvement District Board was called to order on Wednesday, September 14, 2016 at 10:00 in the Council Hearing Room, located at 990 Palm Street, San Luis Obispo, California, by Chair Wilkins. ROLL CALL Present: Board Members Dean Hutton, Clint Pearce, Pragna Patel-Mueller, LeBren Young- Harris*, Vice-Chair Nipool Patel, and Chair Matthew Wilkins *Board Member Young-Harris arrived at 10:06 a.m. Absent: None Staff: Tourism Manager Molly Cano, Tourism Intern Katie Conroy, and Deputy City Clerk Heather Goodwin. MARKETING AGENCY MONTHLY REPORT Board Member Young-Harris arrived at 10:06 a.m. Representatives from BCA + Matchfire presented an activity report for their monthly marketing activities over the past month for SLO TBID and responded to Board Member inquiries. Public Comments: Scott Andrews, representing the Jazz Festival, questioned whether their upcoming event in May 2017 would be able to giveaway the new reusable bags. ---End of Public Comments--- In response to public comment, Tourism Manager Cano stated that the Jazz Festival may be able to giveaway a small number of the new reusable bags, noting that she would need to know the quantity a head of time. CHAMBER MONTHLY REPORT Molly Kern, Chamber of Commerce Director of Communications and Business Education presented the public relations activities for the past month, and responded to Board Member inquiries. Public Comments: None. ---End of Public Comments--- No action was taken on this item. BUSINESS ITEMS 1. 2015-16 TBID ANNUAL REPORT Tourism Manager Cano reviewed the draft 2015-16 TBID Annual Report. Explained the next steps for the report. Stated that the first step is creating a sizzle reel which will be presented to the Board at its next meeting in October, then the report will be presented to Council for their approval. Responded to Board Member inquiries. LODGING LOYALTY PROGRAM UPDATE Tourism Manager Cano provided an update to the Lodging Loyalty Program. Stated that there are thirty spots available to sign up for the program. Noted that the public has until September 30, 2016 to register. Explained that the program is a pilot program. Responded to Board Member inquiries. DRAFT Minutes – Tourism Business Improvement District Board Meeting of September 14, 2016 Page 4 3. 2016-17 EVENT PROMOTION FUNDING RECOMMENDATIONS Tourism Manager Cano provided an update to the 2016-17 Event Promotional Funding Recommendations. Noted that there were three events (Roll Out the Barrels, Love SLO, and Fall Fest) that submitted a funding request in August 2016. Responded to board member questions Tourism Manager Cano explained the Roll Out the Barrel event. Public Comments: None. ---End of Public Comments--- ACTION: MOTION BY VICE-CHAIR PATEL, SECOND BY BOARD MEMBER HUTTON, CARRIED 6-0 to approve the funding for the Roll Out the Barrel event in the amount of $14,250. Tourism Manager Cano explained the Love SLO event. Public Comments: None. ---End of Public Comments--- No action was taken on this item. Tourism Manager Cano explained the Fall Fest event. Public Comments: Scott Andrews, representing the Jazz Festival, urged the Boards support for the upcoming Jazz Festival, noting that the festival will increase the number of heads in beds in the City, and explained that the Jazz Festival can extend more benefits if the funding was at the $5,000. ---End of Public Comments--- In response to public comment, Chair Wilkins stated that his hotel is sold out the weekend of the Fall Festival. Explained that he likes the idea of the increase of heads in beds, but did not think the timing was right due to the festival date. Opined that there would be more of a benefit if the festival was on another date. ACTION: MOTION BY VICE-CHAIR PATEL, SECOND BY BOARD MEMBER HUTTON, CARRIED 6-0 to not allocate funding for the Fall Fest event. BLACK DIAMOND PARTNERSHIP WITH CCTC Tourism Manager Cano presented the Black Diamond Partnership with CCTC report and Chamber of Commerce Director of Communications and Business Education Kern provided a brief explanation of the Chambers contract. Responded to Board Member inquiries. TBID LIAISON REPORTS & COMMUNICATION 1. HOTELIER UPDATE Board Member Patel-Mueller stated that she has not introduced herself as the liaison to her neighboring hotels. Tourism Manager Cano stated that she would be willing to introduce her as the neighboring liaison. Vice-Chair Patel stated that new hotelier Andrew Firestone is getting close to breakin g ground. Board Member Harris stated that her management company is breaking ground on the Spring Hill Suites, a new property in the city. 2. MANAGEMENT COMMITTEE UPDATE – MEETING: AUGUST 18, 2016 Tourism Manager Cano noted that there was an error on this item in the agenda packet presented. Stated that the Management Committee agenda was included in the agenda packet instead of the Management Committee minutes. A hard copy of the Management Committee minutes of August 18, 2016 was distributed to the Board Members. Responded to Board Member inquiries. 3. MARKETING COMMITTEE UPDATE – MINUTES: SEPTEMBER 8, 2016 Tourism Manager Cano reported on the new reusable bags and the partnership with SLO Wine, Cowparade and Loyalty Program. Stated that TBID would partner with SLO Wine for the road show piece to the LA Magazine food event on October 16th in Malibu, Ca. PCC UPDATE – MINUTES: JULY 10, 2016 Vice Chair Wilkins reported on the new features of the SLO Happenings. Tourism Manager Cano stated that the PCC is working on their strategic plan. 5. VISIT SLO COUNTY UPDATE Board Member Pearce reported on Visit SLO County (VSLOC). Stated that VSLOC has finalized their strategic plan. Tourism Manager Cano stated that the marketing committee will be looking at a new county brand, media plan, and overall marketing plan at its next marking meeting on October 11th. Announced that the VSLOC will be hosting the Industry Educational Symposium on October 5th at the Embassy Suites in San Luis Obispo. 6. TOURISM PROGRAM UPDATE Tourism Manager Cano stated that she is working with the City’s Human Resoure department on the new Tourism Coordinator position. Announced that TBID Board Member Walker resigned. Explained the recruitment process for both positions. Reported on SLO Days, Mustang Way, Cowparade, and CCTC Mid-Year Workshop in Monterey, Ca. Meeting updates are as follows: Management Committee (September 20th at 3 p.m.), Marketing Committee (September 22nd – 10 a.m.), TBID Board meeting (October 12th – 10 a.m.) and Strategic Plan Update (October 20th – 9 a.m. – 4 p.m.) ADJOURN. Over the past few years, the Visitors Center has developed a retail outlet in the center. Its become a go to source for San Luis Obispo merchandise and products. What: Establish a mutually beneficial partnership with the TBID & Chamber. The City of SLO will grant permission to the SLO Chamber to design, purchase, and sell merchandise with the City’s tourism logo in the Visitor Center. Parameters:  The agreement will be in the form of a license to use the logo for specified purposes – namely, for use on promotional retail merchandise such as shirts, bags, hats, etc.  The City would like the opportunity to review and approve all designs utilizing the TBID’s logo to ensure that it conforms to the TBID’s and City’s mission.  No modifications to the logo would be allowed without the City’s prior written consent.  Merchandise containing the logo through this agreement may only be sold at the Chamber’s visitor center/ booths or with written approval from the City.  The license would be for a term of one year and would be otherwise terminable at will and upon limited notice (i.e. ten days).  The Chamber would be allowed to sell any existing inventory after termination.  The City would like to the right to place orders of any such merchandise and pay wholesale cost.  The City would warrant that it owns the logo and that the logo doesn’t infringe on any trademarks.  Chamber would need to indemnify the City for any liability associated with the sale of any merchandise, including any product defect claims. Financial Impact: No financial impact to the TBID for this partnership. The Chamber would be responsible for purchasing and storing the merchandise and the Chamber would retain the revenue garnered through the sales. TOURISM BUSINESS IMPROVEMENT DISTRICT BOARD Proposed Major City Goals for 2015-17 Background The Tourism Business Improvement District (TBID) board reviewed its 2013-15 goals and felt that they were still valid. The board recommended some updates and additions and the members hope that some of the goals will make it into the 2015-17 work program to improve the visitor experience in San Luis Obispo. The TBID board did not weigh its goals, keeping them all equally important. Goals  San Luis Obispo Events Continue to develop a process to make event organization and permitting easy, cost effective, and user friendly. As a City embrace and facilitate events as much as possible.  SLO Airport Support the San Luis Obispo Airport in its efforts to keep airline services in town and assist with marketing efforts to bring visitors to San Luis Obispo by plane. Encourage the upgrade of the arrival area in the airport as well as the expansion of the regional airport.  Establish a City shuttle service to outer areas (LOVR, Madonna, Airport) as well as the train station to facilitate visits to Downtown San Luis Obispo.  Increase funding for the Promotional Coordinating Committee in its efforts to promote cultural, recreational, and social events that bring and keep tourists in San Luis Obispo. Consider establishing a correlation between PCC funding and TOT collection.  Beautification of City Gateways and the City’s downtown core and continue the implementation of the wayfinding sign program ie. Monument/entrances, plant fountain  Enhance security relative to transient populations throughout the City so residents and tourists can feel safe while enjoying activities in San Luis Obispo.  Increase emphasis on making the City more bike and pedestrian friendly and completion of the Bob Jones bike path as a connection between San Luis Obispo and the beach. Tourism Business Improvement District Management Committee Meeting Minutes September 20, 2016 – 3:00 pm SLO Chamber Office 895 Monterey Street, San Luis Obispo PRESENT: Clint Pearce, LeBren Harris, Nipool Patel, Dusty Colyer-Worth, Molly Kern, Shari Clark, Charlotte Ferrari, Chelsea Harden STAFF PRESENT: Molly Cano, Tourism Manager, Katie Conroy, Tourism Intern BUSINESS ITEMS 1. Live Chat Program The Management Committee was briefed by the Chamber of Commerce and MatchFire regarding key performance indicators of the Live Chat Program. Only four guests initiated the 2,656 chats that have taken place. Of those chats, 122 were marked as “completed”, or having an average length of 40 seconds. 75% of users marked the chat as “good” by giving it a thumbs up, and those who clicked the thumbs down button, marking their overall experience as “bad”, did not participate in the chat. Of the 122 chats, 30% were hotel-related questions, 38% were area- related questions, 29% were itinerary- related questions on specific activities, and 3% were solicitations. The longest chat was a guest looking for senior-focused activities; this chat was over three minutes in length. At the October Board meeting, the Board will consider continuing Live Chat for one month to observe progress, or continue the program for a full year, or to not proceed with the program. 2. Staffing Update The Tourism Coordinator position was posted on September 21 and applications are due October 19. Up to ten applicants will be selected for an in-person interview. 5. CHAMBER MONTHLY REPORT Molly Kern of the Chamber of Commerce, reported on several types of public relations, highlighting Tim Richard’s road trip and his publication entitled, “San Luis Obispo: The Perfect Pit Stop on your California Road Trip.” Ms. Kern spoke about two publishers, Thrillist and Elite Daily, noting high circulation for their articles related to attractions in the town. BUSINESS ITEMS 1. PCC COMMITTEE STRATEGIC PLAN PROPOSAL REVIEW Due to a conflict of interest, Committee Member’s Levi, Palazzo, and Roberson recused themselves, noting their employment with Cal Poly San Luis Obispo. Tourism Manager reported that one proposal was received by the deadline for the development of the PCC Strategic Plan. By majority, the Committee directed Tourism Manager Cano to extend the deadline for additional proposals for the Strategic Plan, noting that future applicants shall submit their proposals by the November meeting, emphasizing that applicants are to provide a full report with greater details in their submissions. Tourism Manager Cano stated that she will reach out to potential candidates to seek additional proposals for the Committee’s approval. 2. 2016-17 EVENT PROMOTION FUNDING RECOMMENDATIONS Tourism Manager Cano presented an Excel spreadsheet entitled, “Event Promotion Sponsorship 2016-17,” and further reported funding for various community events. Tourism Manager Cano spoke about the event, Roll Out the Barrels and noted that there was a decrease in ticket sales this year and highlighted that the event was extended to increase the number of vendors. GIA UPDATE Committee Member Loosley reported on the GIA event Central Coast Shakespeare Festival and noted that there was expanded outreach, percentage of sales increased by 18%; and there was collaboration with the SLO Academy Members regarding the GIA Update. 2. TBID BOARD REPORT – TBID MINUTES: AUGUST 10, 2016 Committee Member Wilkins requested for Tourism Manager Cano to provide the report. Mrs. Cano reported that emails have been sent to over 1300 Cal Poly parents to encourage an extended stay to San Luis Obispo through the Lodging Loyalty Program, highlighting incentives as a part of their visit. Mrs. Cano stated that the launch of the outreach took place on September 1, 2016. The TBID annual report will be presented to the City Council on October 18, 2016. 3. TOURISM PROGRAM UPDATE Tourism Manager Cano reported that she is working on the process of recruitment for a Tourism Coordinator. Tourism Manager Cano announced the Cow Parade to be held on September 17, 2016. ADJOURN.
