I am concerned for the Dana Street neighborhood that adjoins my property. We have
existed together for generations as a community bordering the downtown. I have tried
through the years to be sensitive to my residential neighbors. Unfortunately there are
commercial developments in the works that have shown no consideration to the
residential neighborhood and will soon be breaking ground if council does not act.
ask that council tonight consider extending the protections afforded the San Luis Drive
neighborhood to our Dana Street neighborhood. Both neighborhoods are located on the
San Luis Creek and both are affected by encroaching large scale commercial
development. Two -4 story apartment complexes are making their way through the
planning process right now as we speak. One will occupy the parking lot of Cioppino's
restaurant at 1027 Nipomo Street and the other will be sited next to the Creamery -on
the creek immediately opposite single family -residential housing on Dana Street (560
Higuera Street).
Both projects are large scale rental housing which will attract student renters due to the
downtown location. Inadequate parking and lack of nearby services such as grocery
stores and schools -will deter young families from renting there and NO mitigating
measures are being conditioned to protect the Dana neighborhood from nuisance. ARC
just approved the 4 story- 560 Higuera Street complex last night. When neighbors
spoke for redesign to reduce noise from the 24/7 parking garage, open air balconies
and public areas that face the creek- ARC responded by adding "landscaping" as a
condition of approval. 560 Higuera was not subject to Planning Commission approval
which explains how it got this far without adequately addressing neighborhood concerns
and impacts.
The next project 1027 Nipomo mirrors the 560 Higuera apartments as both are owned
by the same entities with plans and scale virtually interchangeable. I anticipate 1027
Nipomo- the "Cioppino's Parking Lot Apartments" to follow with full approval from ARC
with little or no consideration to neighborhood concerns for scale, neighborhood impacts
and nuisance.
In closing -I ask council to consider the Impacts the Dana Street Neighborhood will suffer
by this soon to be approved- commercial development and consider agendizing the
matter for discussion at the next council meeting of November 1St, 2016. Dana Street
should have the same consideration that San Luis Drive has.
