My name is Bob Canepa and I live at 1290 Ella Street, which is on the corner of Ella Street and Sierra Way. This new development perhaps affects my wife and me more than any other neighborhood resident. The back of our property faces, and is directly adjacent, to the 4 -story building to be built in the next few years. We have met with Rob Rossi, Tim Ronda on two occasions and both were very helpful and listened to our concerns. My wife and I are unable to make the Monday, November 21St meeting and wanting to share those concerns with the ARC as well. Our main concern is our privacy. The building will have a direct westerly view into our living room and backyard. We talked with Rob and Tim about a modification to parking directly behind our home and the inclusion of new trees to give us a maximum amount of privacy. It would be nice if those trees were full grown as opposed to having to wait years for them to mature. In addition, we would see it as significant that the hospital limit the upper stories window view of our home. Perhaps some sort of shading or blocking material can be used in those windows having a westerIy view. The entrance from Ella and Sierra Way into the hospital, adjacent to the Surgery Center, has some additional issues affecting our living environment. Daily there are those who feel that speed is not an issue as they enter from Ella Street. The hospital has put in a speed bump per our request and it has significantly impacted the entrance in a positive manner. We would request one more speed bump as one immediately turns in from Ella Street, before the entrance on the right to the Surgery Center doctor parking area. The two corners on Ella Street entering the hospital always have cars parked on each. This severely limits vision for those turning onto Ella from the hospital parking area in either direction. A visit there will surely prove my point. We would request that for perhaps 15-25 feet the curb be painted red. This would greatly improve vision and prevent possible accidents. Two other issues will also change our living environment. One issue is the parking of employees on Ella Street and Sierra Way. I would think an onsite parking plan would have been developed such that all employees would be required to park on French Hospital property. The local residents do not have access to parking in front of their homes during the week. The new construction will only compound this issue. Second, French Hospital also has a no smoking on campus plan that we applaud. The problem is that most patients and their visitors then smoke on Ella Street in front of our home and our neighbors, and with a southerly wind, typical at this location, it blows into our home. Perhaps a designated smoking area can be established in the rear corner of the hospital property. We believe all these are reasonable requests and can be accommodated with a minimal effort. Again, our thanks to Rob Rossi and Tim Ronda for their continuing effort to assist us in these requests. Thank you for your consideration of our concerns.
