Approve a purchase order in the amount of $97,988 to TESCO Controls, Inc. for the purchase, configuration and installation of Programmable Logic Controllers (PLCs) at four critical Utilities Department wastewater lift stations; and 2. Approve utilizing the General Services Administration (GSA) Contract #GS -07F -0513X (attached), cooperative purchasing agreement to award this contract to TESCO Controls, Inc. and waive the RFP process. DISCUSSION The attached TESCO Controls proposal and purchase order totaling $97,988 is necessary to upgrade Programmable Logic Controllers (PLCs) at four of the City's wastewater collection sites; 1) Prefumo Canyon Lift Station, 2) SLO Airport Lift Station, 3) Silver City Lift Station, and the 4)Cal Poly Flow Meter. The sites will be upgraded from the current obsolete Bristol Babcock equipment to modern, open -sourced Allen Bradley Programmable Logic Controllers (PLCs). This proposal is part of a larger initiative to upgrade the City's SCADA systems from old Bristol Babcock PLCs to modern Allen Bradley PLCs, which are more reliable, maintainable and non- proprietary, which will allow staff more flexibility when selecting a vendor or consultant to support the equipment. The TESCO proposal includes new Allen Bradley CompactLogix PLCs, C -More touchpanels, 24VDC power systems, new cabling, programming, removal of the old equipment as well as any required testing, labeling, documentation, and training. Utilities Department - Lift Station Communications Upgrade Page 2 Sole Source Justification The design, hardware, and installation work that that is required is covered under a GSA Contract #GS -07F -0513X that TESCO has been awarded. Staff is recommending waiving the local bidding process and piggybacking on GSA Contract #GS -07F -0513X. This GSA contract was competitively solicited and was awarded to TESCO Controls, Inc. Municipal Code 3.24.060 E allows for this; when the purchase will be made cooperatively with one, or more, other units of government, or from a local dealer within the city limits that can provide the same brand, model and configuration of item(s) identified in cooperative purchase agreements) at or below the cooperative purchasing net cost within the same terms and conditions; FISCAL IMPACT There is sufficient funding for this project in the Wastewater Collection Telemetry System Improvements CIP - 52055300-91370956-91370520-91370956 and the Wastewater Collection System Improvements Master Account. The upgraded PLCs are a necessary component to achieve basic functionality, maintain alarming, remote control functionality and prevent system failures and spills.
