SUBJECT: UPDATE ON RENTAL HOUSING INSPECTION PROGRAM
Below provides an update on the numbers for the Rental Housing Inspection Program as of July
29, 2016.
Registrations

The software configuration of Energov is complete and we are in the process of transferring the
data into the software. Staff has started verifying those pro perties which have not been registered
to make sure that we have the correct address and property owner prior to registering the
properties.
Inspections
of units inspected 321

The original assumption was that there would be a 90% fail or no show rate, currently we have
an 82% fail or no show rate. It should be noted that 64% are for items such as missing
smoke/carbon detectors, water heaters not properly strapped or electrical panels not labeled or
missing the cover plate.
The percentage of units where the tenant has refused to allow the inspection is less than 1% of
the total scheduled inspections. In those instances we have requested a copy of the lease so we
can reschedule the inspection for after the current tenant has moved out. We are also working
with Cuesta to develop an educated renters brochure similar to the one Cal Poly has.

Amnesty applications continue to be submitted at a rate of 1 to 2 a week. Twenty of the
applications require additional information which has not been submitted yet. The 10 applications
for unpermitted units have been reviewed by planning and seven cannot be permitted under current
zoning as they do not meet one or more of the requirements for a secondary dwelling unit. The
top three requirements that can’t be met are owner occupancy, parking and density. All of these
units have been inspected and meet the minimum health and safety requirements, staff is working
with the property owner to bring the property into compliance. At this time no one has been
displaced.
