I have tried to closely follow the Rental Inspection program and spoke at the City
Council Meeting at the time the ordinance was passed. I own two properties that
each have two units. I am proud to say that I would live in any of my rentals and I
try to keep them up to a high standard. However under some of your ordinance
inspection goals they may have some problems. Both properties are older buildings.
The goal of making the rentals in our City legal, not neglected and safe I agree with.
However I believe we have many ways to identify the properties that are illegal
units, in poor condition and unsafe.
The last twenty-five years of my career with the State of California I was employed
as a Parole Agent Not only did I personally observe many homes (both rentals and
owner occupied) that were either not legally built structures but with multiple
problems.
What I do not like about the ordinance is that the City has not chosen to use all of the
resources they have to improve the standards of rentals without passing a new
ordinance and casting a net over every possible rental in SLO. Based on my
experience in my career and my continued interest in our city's development I
believe the city staff already has resources available to improve compliance.
1. Bring everyone into compliance with Business licenses.
2. Use city codes that are currently in place to bring the rentals into compliance.
building, zoning, occupancy regulations, sub -standard housing and etc.)
3. When investigating and enforcing current code violations most of the illegal
or sub -standard rentals will be obvious to the investigator.
4. Just driving a neighborhood one can see multiple rentals that are probably
not legal nor will they be able to become legal based on zoning and building
code violations.
Please take the time to consider the best way to proceed with your ordinance.
Wanting safe housing for renters and any resident of San Luis Obispo is everyone's
goal. I believe you already have codes and programs in place to meet your goal of
improving the quality of rentals in San Luis Obispo.
