Proposed Goals to Council for 2017-19 Financial Plan 1-1 DRAFT Minutes – Parks and Recreation Commission Meeting of November 2, 2016 Page 2 The Commission reviewed previous year’s goals and deliberated new goals in support of the overall mission and vision of Parks and Recreation. Draft Advisory Body Goals were developed as proposed in priority order below and will be reconsidered by the Commission at its December meeting. 1. Provide funding for the development of a Master Plan for sustainable landscape in parks and at the Laguna Lake Golf Course. 2. Fund an update of the Parks and Recreation Element. 3. In 2017-19, provide funding for construction of lit tennis courts and new pickleball courts in the City. 4. Identify locations in the City for the construction of a dog parks and provide funding for construction of one dog park during 2017-19 5. Increase the number of City parks facilities and maximize the uses of existing parks. Review and Recommend to Council Adoption of Proposed Public Art Master Plan Recreation Manager Melissa Mudgett presented to the Commission the revised draft Public Art Master Plan. Staff Mudgett provided an overview of the year-long process and how the Master Plan was developed through multiple public engagement opportunities and community feedback. Staff Mudgett said the revised draft Master Plan is reflective of community’s feedback from these diverse public engagement opportunities and focuses on operational and programmatic priorities with goals and objectives that will serve as an effective road map for the future of public art in San Luis Obispo. Staff Mudgett reviewed the five Goals of the Master Plan and how these goals and their objectives have been identified as the best way to meet the needs and expectations of the community through public art. Staff Mudgett added that should the Commission recommend adoption of the Public Art Master plan, it would be scheduled for the City Council’s consideration at the meeting of December 13, 2016. Upon approval by Council, staff would begin implementation of the immediate short- term action items with budget request as part of the 2017-19 Financial Planning process. It is anticipated that Parks and Recreation staff would return to the Commission and the City Council with annual Public Art Master Plan progress reports. Public Comments Landy Fike, SLO Resident, asked if there was a way to incentivize function public art into developments early on. For example, if a developer needs to put in railings on a project and they work with an artist to make then “artistic railings”, could the developer be incentivized to 1-2 DRAFT Minutes – Parks and Recreation Commission Meeting of November 2, 2016 Page 3 pay a little more for public art railings and get a price break on the in-lieu fees. Staff Mudgett responded that this option could be explored further when reviewing the current development process and identifying enhancements. Kay Radar, representing County Library, was in support of the Public Art Master Plan. She added that the Library was identified as a potential location for public art and was curious about the timing for new art at this location. Staff Mudgett said that all proposed locations for public art will undergo a prioritization effort. Staff Mudgett said that this exercise could occur in 2017 following the Council’s adoption of the Public Art Master Plan. The 2017-19 Financial Plan focusses on maintenance and temporary public art installation. Staff Mudgett anticipated new public art installations could be included in the 2019-21 Financial Plan. Commission Comments followed. The Commission expressed its support of the proposed Public Art Master Plan. Commissioner Thurman asked for clarification of the developer’s catalog of pre-approved art pieces. Staff Mudgett responded that it was more like a resource directly for art types and artists. Commissioner Schwab was in support of using technology to elevate awareness of the program. She added that she would love to see a future walking-tour of public art. Chair Whitener asked if crowd-sourcing was possible. He added that he liked the collection inventory in the plan and was in support of new murals throughout town. ACTION: RECOMMEND TO THE CITY COUNCIL THAT IT ADOPT THE CITY OF SAN LUIS OBISPO PUBLIC ART MASTER PLAN MOTION BY VICE CHAIR UPDEGROVE, SECOND BY COMMISSIONER THURMAN. CARRIED 5:0:0:2 to recommend Council adoption of the City of San Luis Obispo Public Art Master Plan. Recommend Letter to Council in Support of Modifying City’s Water Ordinance Director Stanwyck reminded that the Commission of the challenges of field renovation due to the prolonged drought. In compliance with State Law, the City enacted an ordinance in June 2015 to reduce the use of water in our community. As the drought continues and well over a year into the ordinance adoption public and private properties continue to be impacted with the loss of turf, vegetation, and trees. However, as a result of compliance with this ordinance the reductions in water usage in San Luis Obispo meet and exceed the State mandated reductions. Director Stanwyck reiterated that as a result of the current ordinance the effectiveness of the water application is critical. City staff will be recommending an amendment to the existing drought ordinance so that the public may still have safe access to a limited number of turf facilities and so that the same do not have be closed and reconstructed in the future. 1-3 DRAFT Minutes – Parks and Recreation Commission Meeting of November 2, 2016 Page 4 Director Stanwyck added that the proposed amendment will be a balancing of the need to conserve water resources with providing the public safe access to eight parks facilities. The following language is proposed to be added to Section 13.07.030 of the City’s Municipal Code governing restrictions on outdoor irrigation of ornamental landscapes or turf with potable water. D. The following facilities and only these facilities may be allowed to be renovated on an annual basis: Emerson Field, Meadow Park Field, Mission Plaza Turf, Santa Rosa Center Field, Santa Rosa Softball Field, Sinsheimer Stadium, Stockton Field, and Throop Field. a. Annual Renovation shall include an initial germination period during which daily watering at these ten facilities is allowed for a period of up to 12 weeks at each site. b. Following renovation these ten named facilities will be allowed to be watered three days a week in order to sustain them. Commission Comments followed. The Parks and Recreation Commission authorized Chair Whitener’s signature on a letter written on behalf of the Commission in support of an Ordinance to Amend Chapter 13.07 of the Municipal Code to allow for the watering of designated City turf facilities during their annual renovations and three times per week thereafter to sustain and provide safe public access to the same facilities. ACTION: RECOMMEND LETTER TO THE CITY COUNCIL IN SUPPORT OF MODIFYING THE CITY’S WATER ORDINANCE MOTION BY COMMISSIONER THURMAN, SECOND BY COMMISSIONER SCHWAB. AYES: OLSON, SCHWAB, THURMAN, UPDEGROVE, WHITENER NOES: NONE ABSTAIN: NONE ABSENT: AVAKIAN, SINGLE COMMITTEE COMMUNICATIONS Director’s Report Director Stanwyck provided a brief overview of current Parks and Recreation programming. She provided an update on a live-drill that occurred at the SLO Swim Center. The live-drill included a pre- planned “drowning scenario”. Director Stanwyck noted that the response time of the Lifeguards was 3 seconds and they followed all protocols. This was an effective training tool and there will be future “surprise” live drills. Director Stanwyck also added that there will be drills in the park also. Recreation Manager, Melissa Mudgett, updated the Commission about the upcoming start of the 2016 Box Art project painting. Starting Monday, November 7, through to Sunday, November 20, Artists will be out in the community painting new utility boxes with approved art murals. Staff Mudgett provided the Commissioners with Box Art shirts. She added that there is a social media campaign to take pictures with 1-4 DRAFT Minutes – Parks and Recreation Commission Meeting of November 2, 2016 Page 5 the boxes and/or artists and get a Box Art shirt. In addition, an Instagram video short will be developed to promote the painting of the boxes. Mudgett, Parks and Recreation Manager Rich Ogden, Recreation Supervisor – Sports SUBJECT: CITY OF SAN LUIS OBISPO TENNIS AND PICKLE BALL RULES FOR THE JOANNA SANTARSIERE MEMORIAL TENNIS COURT AT FRENCH PARK RECOMMENDATION Approve Tennis and Pickleball Rules of Play for the Joanna Santarsiere Memorial Tennis Court located at French Park for a three-month trial period. DISCUSSION Background A pickleball pilot program began in the City in late summer 2014 and is now played almost daily at the Ludwick Community Center gym, Meadow Park basketball court, and French Park basketball court. In June 2016, Parks and Recreation staff presented to the Commission survey results assessing the impact of temporary pickleball uses on existing facilities. The Parks and Recreation Commission recommended expansion of pickleball opportunities by painting lines on the French Park basketball court and through the shared-use of the tennis court at French Park following the construction of new tennis courts at San Luis High School. Consistent with the recommendation in the June 1, 2016 staff report, the French Park tennis court would be resurfaced (through a planned capital improvement project (CIP)) and restriped. Prior to this CIP, rules for shared use (tennis and pickleball) of the facility would be agreed upon. Public Input for the Proposed Rules-of-Play To solicit public input in the development of the shared court rules and to help get the word out about the workshop opportunity, City staff extended this invitation via email to interested individuals on the Departments’ email list. Information was also made available on the City’s website and a workshop flyer was posted at various locations where tennis and pickleball are played (Ludwick Community Center, Meadow Park, Islay Park, French Park and Sinsheimer tennis courts), Attachment 1. 4-1 MULTI-USE RULES OF PLAY FOR FRENCH PARK TENNIS COURT Page 2 On November 10, 2016, the San Luis Obispo Parks & Recreation Department hosted a public meeting and invited tennis, pickleball players and other recreational users to discuss the proposed rules for the both tennis and pickleball at the Joanna Santarsiere Memorial Tennis Court at French Park. At the meeting, thirteen people were in attendance representing an equal mix of both tennis and pickleball players. Staff presented the proposed rules-of-play (using the existing rules for the Court). How to best meet the needs of all of our recreational users was discussed. The public in attendance at this meeting came to agreement as reflected below. The consensus on how to best meet these two recreational activities’ needs is as follows: 1.Priority Use. This court may be reserved for specific purposes through the Parks and Recreation Department. Classes and instruction are scheduled by the Department and will continue to receive priority use. Reserved times are posted on the court on a weekly basis. They predominately occur in the afternoons and during summer. 2.Designated Times Designated play times for each tennis and pickleball in the mornings; Monday through Friday but not on weekends. 3.Continue with Drop-In Play. Afternoons will remain available for drop-in play for either activity. 4.Keeping Weekends Open. No “reserved” times will be held on Weekends. Weekends will remain open for drop-in play 5.Trial Period. The proposed schedule below is being recommended for a trial period of three months, at which time the users will get back together to determine how well this schedule is working, and recommend adjustments if needed. As a result of the public workshop, a weekly schedule for shared court use was developed which will temporarily dedicate weekday morning timeslots (from 8:00AM to 12:00PM) for scheduled pickleball or tennis play. The afternoons and weekends will remain available for “drop-in” play opportunities by the public. Existing “drop-in” play rules will remain in effect on a first-come first-served basis. The proposed schedule is provided in the table below which will be in effect for a 3-month trial period from January to March 2017. Consistent with past practice, the reserved times for City-sponsored classes and instruction will be posted at each court on a weekly basis. Classes and instruction predominately occur during the summer months. Online Feedback The proposed rules (provided as Attachment 2) and a recap of the public workshop was again emailed back to the 23 recreational users who had previously indicated their interest in tennis and pickleball opportunities. Additionally, the proposed rules were posted on the City’s website and locations where tennis and pickleball are played. The intent was to seek feedback of the proposed rules-of-play from those recreational users who were unable to attend the public workshop on November 10th. Approximately 10 emails from tennis and pickleball players have been received to-date with the majority of the respondents being tennis players. Overall the responses have been in favor of the proposed shared rules-of-play as being fair and representing the compromise between tennis and pickleball players. The highlights of the online feedback responses are summarized below: 1.Preference for equal time of dedicated tennis and pickleball play 2.Favorable response for the sharing of court time 3.Preference for dedicated pickleball courts 4.In agreeance with the proposed 3-month trial period with an option to adjust if needed 5.Preference for blended court lines similar to that of the Country Club Based upon the initial groups’ consensus and the favorable email responses received to -date, subsequent public workshops on this topic were not warranted. Next Steps Upon PRC’s approval, Parks and Recreation staff will continue to coordinate with Public Works staff in the French Park Tennis Court resurfacing project to include multi-use court striping for pickleball and subsequently increase pickleball play at this location. Parks and Recreation will provide new signage displaying the recently agreed upon rules-of-play at this location. Staff will return to the Commission in March 2017 to review the rules-of-play and determine if they should be adjusted.
