As a neighborhood resident, residing at 128 Cerro Ct., and despite my disappointment in the overturning by the city
council of the planning commission's 4-1 decision against the 22 Chorro development. I believe denial of the project
is the most appropriate action by the ARC given the projects significant violations of our zoning standards and lack of
general protection to our health, safety and welfare, particularly vehicle, cyclist and pedestrian traffic dangers. At a
minimum, I encourage the ARC to carefully consider and impose additional conditions on to this project, absent
denial. I believe some of the following should be examined and considered into this projects design:
1) Reduction in project height to conform to the existing 35ft standard Zoning Regulations.
2) As a matter of health and safety, require conditions on Chorro St. to mitigate the traffic danger of ingress and
egress of the project. Currently vehicles attempting to exit out of the Starbucks and Jamba Juice commercial property
and make a left-hand turn onto Chorro St. is a traffic hazard and danger to both vehicles and cyclist traveling along
Chorro St., as well as a danger to vehicles attempting to make a right-hand or left-hand turn onto Chorro St. from
Foothill Blvd, especially during peak traffic hours. Adding additional vehicle and cyclist traffic from the 22 Chorro
project will only increase the existing dangers, health and safety within this area. A possible solution to reduce the
existing traffic dangers would be the requirement to incorporate a median barrier along Chorro St. forcing right -turn
only ingress and egress into both the 22-Chorro project, and the adjacent commercial property (Starbucks, Jamba
Juice).
3) Parking - A full review of the proposed retail and residential parking. Lift parking questions considerations —
maintenance and repair, inspection requirements, auxiliary power if there is a power outage, familiarity, ease of use
and operation? A requirement that the two "shared" retail/residential parking spaces be fully dedicated to retail
parking only. A review and mitigation requirements for employee parking related to the retail space, leasing office
and bike shop. As currently designed there appears to be no accommodation for employee parking on site.
4) Retail - As the project is now designed, the vast majority of the project frontage is dominated by a private bicycle
garage that provides nothing to pedestrians, shoppers, or non-resident cyclists along this key commercial [emphasis
added] section the street. Recommendation for increase in commercial retail space be incorporated into the project.
Review of trash location and access for proposed retail space(s).
