From: carolyn smith [ Sent: Monday, December 12, 2016 11:15 AM To: Advisory Bodies <advisorybodies@slocity.org> Cc: E-mail Council Website <emailcouncil@slocity.org> Subject: Avila Ranch Draft EIR Review - 12/14/16 Planning Commission Meeting Chair Stevenson and Commissioners: RECEIVED CITY OF SAN LUIS OBISPO DEC 12 2016 COMMUNITY DEVELOPMENT live in the Laguna Lake area and have been very involved in reviewing the Avila Ranch Project. I have met with Mr. Peck and Mr. Mangano to discuss the project and have attended numerous pre- application/review meetings with this commission, the ARC, and the Airport Land Use Commission. So, you can imagine my surprise when I discovered that this Draft EIR review was coming before you this Wednesday. Apparently, there was a notice in the Tribune, however, many no longer subscribe to that newspaper. The Draft EIR Report is very voluminous and I, along with other residents, have not had sufficient time to review this report since we received such short notice of this meeting. Additionally, requiring residents to comb through thousands of pages of a report, during the days leading up to the holidays (when family visits and shopping are a priority) in order to comment to this body, guarantees minimal resident input of this very large, important project that has huge impacts to our city. Some are even wondering if this was done intentionally to minimize public input. Please continue your review of the Draft EIR for at least 30 days (perhaps into late January), to provide public input into probably the largest residential development this city has had come before them in many years. Thank you for your consideration. Carolyn Smith 38 year SLO Resident
