Subject: Draft EIR Review Periods
Mayor Harmon and Council Members,
As previously reported, the Draft EIRs for the Avila Ranch and San Luis Ranch projects have been published and we are
currently in the 45 -day public comment period for both documents. This Wednesday, December 14, the Planning
Commission will hear a presentation on the Avila Ranch Draft EIR. The San Luis Ranch Draft EIR is scheduled to be
presented to the Commission on January 11, 2017.
Members of the public are invited to these meetings, which provide a great opportunity to hear about the environmental
effects of the projects and provide comments on the EIRs. No decisions are being made by the Planning Commission at
these meetings; the meetings are simply for the purpose of information sharing and for taking public comment.
Based on feedback received from residents, I have decided to extend the public review period for each of these
documents by one week. Therefore, the Avila Ranch public comment period will end on January 18, 2017, and the San
Luis Ranch comment period will end on January 30, 2017. This extra week is intended to account for the week between
the Christmas and New Year's holidays.
This e-mail should also clarify for members of the public that comments may be submitted right up until 5:00 PM on the
last day for comments. This time extension can be accommodated without impacting the review schedule for project
entitlements.
Finally, I wish to confirm for you that the Notice of Availability of the DEIR was posted in accordance with CEQA
requirements (CEQA Guidelines Section 15087(a)). Staff is in the process of confirming that those who have used the
City's website to "opt in" to certain communications also received e-mail notification about the availability of the EIRs,
though this does not take the place of our formal notification requirements.
