I am writing to tell you how insufficient the current 45 day period for public comment on the EIR for avila ranch is, due to the bulk of the time period occurs during the holidays where MANY residents are out of town or entertaining family and friends. This was a fiendishly scheduled time frame for this review and seems purposefully set to deny residents their rights. Due to the length and complexity of this EIR a cursory look is insufficient to be able to comment completely for our points to be taken seriously. Please extend this review through an EXTRA 30 days following the 45 currently scheduled. Also, I note that the last item on tonights city council agenda and another water review. Why does this keep happening that a very serious water resources update, scheduled by city staff to be at least 30 minutes of presentation by staff, is item number 18 on the agenda? Again, it appears that much of what staff does in scheduling both the ill-timed for true public comment on avila ranch EIR, and the water resources issue last on a fully packed agenda, it at the very least the obvious INTENT by city staff to deny city residents a proper time frame to thoroughly read and understand the serious issues on both of these topics. Please add an additional 30 day comment period to begin at the end of the current 45 day period. And, please reschedule the water resources update for another council meeting. And, please do not continue both of these low down tactics to discourage public discourse. It denigrates the reputation of the city staff for them to continue to do this time after time on critical issues. M - r V Item: I RECEIVED CITY OF SAN LUIS OBISPO DEC 13 2016 COMMUNITY DEVELOPMENT Hello Dia, Regarding the EIR, I wanted to provide information that I hope you will find helpful There will be many, many opportunities for the public to review and comment on the Avila Ranch and San Luis Ranch projects as they move forward through the City's comprehensive entitlement process. Regarding the upcoming Planning Commission meetings. These are opportunities for you to hear presentations from the EIR consultants, and hear the Planning Commission discuss those issues with staff. No decisions are being made at these meetings. The purpose is information sharing. Of course, this is an opportunity for public comment, as well. I expect members of the public who are interested will learn a lot about these projects at the meetings, and will then have the opportunity to submit comments to the City at the meetings, and all the way up to the deadlines, which I have extended an additional week as of yesterday. The deadline for comments on the Avila Ranch EIR is now January 18, 2017. And the deadline for San Luis Ranch is January 30, 2017. Again, this the formal response period for the EIR, but it is certainly not the last opportunity to participate in future public hearings or to provide your comments on the overall projects.
