Subject: Bishop Peak Parking, Emergency Response and Public Access

I have been involved in the creation, building and management of the Bishop Peak Natural Reserve since its inception in
1995. 1 can attest that there was no way to anticipate the amount of usage the Reserve would get 20 years later. With
that said I would like to offer a few other suggestions which could be looked at prior to making a final decision.
1. Fire Lanes and Emergency Response space. There is no question that the City should continue to maintain the
existing fire lanes and possibly expand them where necessary.
2. Removal of Public Parking on Highland Drive and/or Oakridge Drive. In the areas where fire lanes or parking
are not required. I would suggest creating either a Parking District or Hourly Limited Parking. If a Parking District
is created it should be free to the residents affected by the district. The district should also allow use by City
maintenance, emergency vehicles and any other service vehicles deemed necessary.
3. Patricia Drive Trailhead. Adding public safety enhancements and traffic calming device should be looked at as
well.
4. Patricia Drive Trailhead Parking. If you do move trailhead visitors to Patricia Drive Trailhead, additional parking
measures may be required to minimize impacts to local neighbors. This could be a simple as putting a 2 hour
parking limit along the east side of Patricia Drive near the trailhead, or instituting a free parking district along
the east side of Patricia Drive. The district may need to include Patricia Court and Anacapa Street. With the
ultimate goal of keeping folks on the West side of Patricia Drive.
5. Do not create a parking lot on Patricia Drive. In the beginning there was talk of creating a parking lot on the flat
space at the Patricia Drive Trailhead. The neighbors back in 1995 were strongly opposed to this as they felt it
would create an easy place for large gatherings and parties disturbing the neighborhood.
6. Foothill Blvd Trailhead. At some point there may be an opportunity to create a formal trailhead on Foothill Blvd.
The addition of this trailhead would be beneficial to the Bishop Peak Neighborhood.
7. Extend the trail around Bishop Peak to the Felsman Loop. With the heavy usage of the Bishop Peak Reserve. It
is my belief that creating a loop around the back side of Bishop Peak reaching the Felsman Loop would really
help the traffic flow patterns on Bishop Peak. It will help reduce erosion on the main trail, provide a nice loop
encompassing the mountain and spread people throughout the Reserve.
