Subject January 3 study session for the Bishop's Peak Access and Egress Plan
Dear Mayor Harmon and Council Members,
I support the well thought out recommendation to "continue the study of all
recommendations to allow City residents and the Council to evaluate and compare all of the
potential Bishop Peak emergency accesses and public egresses in the City's "Bishop Peak
Natural Reserve Emergency Access Alternatives Study".
I know of no reason Council should make a final determination on January 2nd before
considering additional information to make a wise decision. Thank you for honoring the
recommendation of those who have studied the subject closely.
You will, of course, hear a number of personal opinions on this matter. In the end, may the
decision be that which best serves the needs of residents as well as preserving the natural
resource we are blessed to have and responsible to protect.
I firmly believe neighborhoods should be protected—regardless of the area of
town. Residents' lives always deserve to be considered. Permanent neighborhoods have
been put at risk in several ways; mainly from over- population of college age rentals in R-1
neighborhoods.
Intact neighborhoods are important to the overall health and well-being of a city.

p. s. Thoughts on `solutions':
1. An annual `RESIDENT (only) PASS' for hiking which comes with a parking privilege
on certain streets for those over 55 yrs. of age.
(Rationale: younger hikers are capable of walking from remote parking.)
2. Remote parking area (explore permission from Nativity Church, Byzantine Church, Unity
Church) for specific hours for daytime parking for
X number of specific spots at far end of lot.
3. Agreement from Madonna for off-road parking on Foothill.
Rationale: City is making exceptions for hillside building heights for
Madonna projects. In lieu, obtain an easement for parking on Foothill.
IF toilets are e v e r considered, place there—PLEASE, NEVER
VISIBLE IN RESIDENTIAL NEIGHBORHOODS.
NOTE re: Foothill: A center turning_ lane could safely handle traffic.
Many cars currently park there.
4. Form a committee of residents from the NW area of town who can
better determine solutions than City Staff.
