Sincerely, Kathy apRoberts San Luis Obispo January 2, 2017 From: Residents of the Bishop Peak Neighborhoods Subject: "BISHOP PEAK EMERGENCY FIRE ACCESS AND PUBLIC EGRESS STUDY SESSION", January 3, 2017 Dear Mayor Harmon and Members of the City Council, http://opengov.slocity.org/webliiik/l/doc/43305/­Pagel.asp We believe that the above email link to "The Council Agenda Report for the Bishop Peak Natural Reserve Conservation Plan, 2015 Update (07-07-2015)" provides critical context and fundamental background for understanding the "Bishop Peak Emergency Fire Access and Egress" issue. Specifically, 1. Pages 1-9 ("Report in Brief") gives a concise overview of the Bishop Peak Natural Reserve's "major challenges"; "Evaluation of emergency response access; neighborhood compatibility in the areas around the two primary trailheads; natural resources protection; and increased use pressure (by the approximately 200,000 "annual user visits" to Bishop Peak) leading to needs for trail maintenance and heightened levels of Ranger patrol and enforcement." 2. Pages 31-41 are the City's actual " BISHOP PEAK NATURAL RESERVE EMERGENCY ACCESS ALTERNATIVES STUDY", which discusses and prioritizes the City's emergency access alternatives, including the reasons choice #1 ("The Brittany Court Alternative") and #2 ("The Patricia Drive Trail Re -Route Alternative") have been rejected. The agenda for the January 3, Council Study session on "Bishop Peak Emergency Fire Access and Public Egress" allows City residents and the Council to evaluate only one of the "Bishop Peak Natural Reserve Emergency Access Alternatives" and then asks Council to give direction based on evaluating only that one alternative. We believe that it is far more complete, logical, and equitable for the Council Study Session on "Bishop Peak Emergency Fire Access and Public Egress" to allow City residents and the Council to evaluate and compare all of the potential Bishop Peak emergency accesses and public egresses in the _City's "Bishop Peak Natural Reserve Emergency Access Alternatives Study". These alternatives include the "Bishop Knoll" alternative (the applicants have had a pre -application meeting, and the formal application for this development plan is anticipated any day now according to city information, and it is required by the updated LUCE to "provide a parking lot and trail access to Bishop Peak".), as well as the Highway 1 alternative, and/or combinations of the above. Therefore, we strongly recommend that the Council continue this Study Session to a future date. This would allow for a complete, logical and equitable evaluation and comparison of the multiple alternatives in the City's "Bishop Peak Natural Reserve Emergency Access Alternative Study" and/or combinations of them. This also has the advantage of also giving the Planning Commission the opportunity to evaluate and compare all of the "Bishop Peak Natural Reserve Emergency Access Alternatives" against one another, and then make a recommendation to the City Council.
