Given the size and location of the project I must object. First, I wish to see the agricultural use of the land continue as it is lovely to have in the area along with being a city priority. Second, we have major traffic congestion issues that have currently been inadequately addressed. Have you ever tried driving southbound on 227 past the airport between 3:30 and 6:00 PM? Have you ever tried turning left from Vachel Lane onto South Higuera at any time of day? The impact of adding 6000 vehicle trips to an already poorly executed network of roads would be at a minimum unsafe and would surely further depredate the experience of living in the area. Many studies have been done to resolve the traffic issues my neighborhood faces at Crestmont and 227. Repainting lines on the street has helped slightly, but the solution is no more than a bandaide. The Avila Ranch Project cannot in good conscience be approved until existing traffic problems have been mitigated. There are people who are imprisoned in our neighborhood parts of the day, because they are unwilling to risk leaving the neighborhood due to existing traffic. This information is impossible to glean from car counting strips on the roadway, but I must assure you the problem is real and should not be allowed to be made worse. The project must not be approved until it is planned that significant infrastructure projects be completed before, or as part of, the housing development.
