I would like to express my concerns regarding the Avila Ranch Development and it's non-compliance with respect to the EIR. As a resident of Evans Rd for the last 14 years, and a bicycle commuter, I am extremely concerned over the fact that an estimated 6000 more vehicle trips will be occurring along Buckley Road, and no adequate mediation has been planned. Also, just as my oldest son commuted by bicycle to Laguna Middle School, using Buckley Rd, my youngest son may follow that commute in two years. There are many other cyclists who work and commute on Buckley Rd, at companies such as Revasum (formerly Strasbaugh) and Kibo, who will also have to deal with this additional unmanaged traffic. Given that the Garbage company will soon increase it's use of Buckley Road for it's anaerobic digester (many more garbage truck trips); three new commercial spaces are being built (just East of the Strasbaugh building on Buckley Road); and the airport rental cars will also increase their use of this road (thanks to the remodel of the airport), it is time to plan road use, rather than just approve more road use with insufficient infrastructure support. As a former organic farmer, I also notice that the EIR has called out many "significant and unavoidable" issues with Agriculture Resources; Air Quality and Greenhouse Gas Emissions (with long-term impacts above significant threshold); and Land Use (non-compliant with policy 1.9.2). Noise abatement from the additional traffic (as a result of 720 new homes) has not been addressed in the EIR. Please notify me of all meetings regarding the Avila Ranch Development.
