Dear Ms. Scott:
The Caltrans District 5 Local Development -Intergovernmental Review (LD-IGR) Branch thanks
you for the opportunity to review and comment on the mitigated Negative Mitigated Declaration
(MND) for the Imel Ranch Subdivision, Vesting Tentative Tract Map (VTTM) 3095.
As identified in the California Transportation Plan (CTP) 2040, Caltrans supports projects that are
consistent with State and federal planning priorities intended to address climate change, reduce
greenhouse gas emissions, promote equity, strengthen the economy, protect the environment, and
ensure public health and safety. We accomplish this by working with local jurisdictions to achieve a
shared vision of a low carbon and sustainable transportation system, which enhances the quality of
life, and is economically, equitably and enviromnentally responsible. Consequently, Caltrans offers
the following comments:
The project is located within the administrative boundary of the adopted Orcutt Area
Specific Plan (GASP), which includes goals, policies and programs for smart growth. In
general, Caltrans encourages plans and projects that support smart growth principles,
including improvements to pedestrian, bicycle and transit infrastructure (or other key
Transportation Demand Strategies). The project proponents should contribute fair share
mitigation fees for development of transportation improvements as identified in the OASP.
Caltrans notes that onsite pedestrian and bicycle improvements, and payment of fees for
offsite traffic improvements are identified as part of the proposed project.
2. The project is not located within the vicinity of any State Highway facilities. Additionally,
the small scope and scale of the proposed development would not generate significant traffic
on the State Highway System. Therefore, direct project -related traffic impacts to State
Highway facilities are not considered significant. Cumulative traffic impacts related to the
project should be mitigated through implementation of measures identified within the
OASP, the OASP Final Environmental Impact Report and the project's draft MND.
