As you are probably aware, the GASP was certified in March of 2010. It appears that the developer has really met the intent of the GASP requirements/standards with a few exceptions. In my opinion the exceptions seem minor in nature to the overall future development of this area over following years. It appears after having reviewed this report, that all of the impacts studied were either "no impact" or "less than significant" thus the Mitigated Negative Declaration. Although this is only 18 lots, the idea that existing home owners that may be a "move up" buyer for this product may open the door for other buyer's to be able to purchase in the resale market.
