Subject: February 16 special meeting - Rental Housing Inspection Ordinance no. 1616
Good Afternoon,
My wife, Erin and I are rental property owners in San Luis Obispo. We purchased a home in poor condition in
2012 (539 Felton Way) for our Daughter to live in while attending Cal Poly. Over the first year of owning the
property we spent around $85,000. in renovations including a complete kitchen remodel, 2 bathroom remodels,
hardwood floor restoration, painting inside and out and concrete work. The house is now a beautiful home and
several of our neighbors have upgraded their homes as well. Our Daughter, Catt, graduated in 2015 with her BS
in viticulture, enology and wine business and is now employed at Epoch Winery in Paso Robles, but is still
living in the house with a couple of roommates.
We have been following development of your "Rental Housing Inspection Ordinance no. 1616" which we
understand was adopted in May 2015. Candidly we consider this ordinance an affront to the privacy of our
Daughter and her roommates and an insult to us a property owners. We take great pride in maintaining our
home in the beautiful city of San Luis Obispo and may consider moving from Northern California to the Central
Coast when we retire in a few years. Refurbishing a tired and neglected home that had many "improvements"
clearly done without permits was both challenging and rewarding. We have already had several city inspectors
come in during our remodel phase. Allowing city officials free run of our home, including the ability to take
photographs under the threat of legal action if we resist is something you might expect in a third world
dictatorship, but certainly not in San Luis Obispo. The fees you intend to charge just add insult to injury. If
you go through with the implementation of this Ordinance my wife and I will have to seriously reconsider our
continued ownership of this property.
We respectfully request that you repeal this Ordinance in its entirety. It strikes us that if rental homes are in
violation of safety or health codes it is the responsibility of the tenants to bring these issues to the attention of
the property owner. If the property owner does not respond there are numerous avenues of recourse open to the
tenant including taking legal action against the property owner.
