Please note that I feel that as part of the SLO Planning Commission you need to reconsider the impact of this project. Sincerely, Carol Arigo January 17,2017 Tyler Corey San Luis Obispo Planning Department TO: SAN LUIS PLANNING COMMISSION RE:AVILA RANCH DEVELOPMENT AT BUCKLEY ROAD AND VACHEL LANE Please enter this letter into the record as part of the documents for this project's approval. We are members of the Rolling Hills neighborhood and have been here for 17 years. We have been part of the SLO community for over 25 years and are currently very concerned with development of the above listed area without addressing the current traffic congestion and safety concerns that impacts our neighborhood. These DAILY traffic conditions are overwhelming for experienced drivers and nearly impossible for young, inexperienced drivers to master without incurring a life altering accident. As I look at the constituents of this neighborhood I am happy to say that we have a large percentage of young families with children reaching driving age in the near future. It is our responsibility as neighbors that have raised children here and know how difficult it is to "instruct" and "teach" a method of entering route 227; to implore you to make safety the priority before allowing additional development. No parent or child should have to start the day dreading the thought of leaving their neighborhood. It is an exhausting way to start off each day and it could be a fatal way to start a day!!. We also look at this situation from our professional point of view which is health care — specifically occupational therapy—which involves rehabilitation of individuals after illness or accidents. Too often we see people who are severely disabled from injuries which could have been avoided if public action had been taken at an earlier point. As the PLANNING COMMISSION we see that you need to recognize the information that has been provided in SLOCOG SR227 and act in a manner which addresses the safely concerns of this neighborhood, and the safety concerns of the SLO community as a whole, PRIOR to allowing additional development of Avila Ranch. Once again please take our concerns to heart and limit development of the Avila Ranch until: I. The Buckley Road extension /intersection with South Higuera is complete so as not to impact South Higuera / Vachel Lane with a ridiculous traffic pattern it cannot handle. 2. Complete the recommended roundabouts to allow safer entering onto RT 227 from the Roling Hills neighborhood, at Crestmont Ave. Thank you for the opportunity to express our concerns.
