Dear Mayor Harmon and City Council, SLO CITY CLERK
You have heard from a number of people who use the Chorro/Foothill intersection on a regular
basis. I am also one who travels here often and have testified with many others about the problem to Council,
Planning Commission and ARC. Our concerns are based on actual use and observation and more meaningful
than a very outdated traffic analysis. Both the volume of traffic and traffic configuration are subject of project
denial or lawsuits when a city has ignored the health, safety and welfare of residents.
Backups already occurring on Chorro into and out of the shopping center extend to interfere with traffic turning
from Foothill. This will be increased by the driveway into the housing complex from both directions (especially
with added delay for vehicles waiting for mechanical parking lifts).
The blockage would delay arrival of fire trucks and other emergency vehicles. A life (lives) can be lost in a
matter of minutes if emergency vehicles are delayed by impacts on the street.
Drivers rushing to 'beat the signal' to line up in the backed up traffic, have little time to sight and consider
pedestrians and bicyclists obscured by large vehicles. Pedestrians step out and cyclists dart quickly,
endangering both. Consider seriously that neither side of Chorro South of Foothill Blvd. provides adequate
bicycle lanes as there is only room for 2 lanes of vehicles. Bicyclists are currently at risk and adding so many
more is not wise. This intersection is not a safe location for residents of 22 Chorro and others whose lives must
be considered. Is the city welcoming law suits by traffic victims. Motorists may have insurance if they are the
cause. Do pedestrians and bicyclists --or will the City pay damages?
Chorro is not a pedestrian or cyclist friendly street and the intersection of Chorro and Foothill is a high crash
location. Allowing a much larger volume to an area with a problematic configuration is not a wise decision by
those expected to make decisions for the public.
