HomeMy WebLinkAbout11-02-2016 HRC MinutesMinutes HUMAN RELATIONS COMMISSION Wednesday, November 2, 2016 Regular Meeting of the Human Relations Commission CALL TO ORDER A Regular Meeting of the Human Relations Commission was called to order on Wednesday, November 2, 2016 at 5:00 p.m. in the Council Hearing Room, located at 990 Palm Street, San Luis Obispo, California, by Chair Tasseff. ROLL CALL Present: Commissioners Julia Jones, Nancy Welts, Carol Sexton, Vice Chair Robert Clayton, and Chair Michelle Tasseff. Absent: Commissioners Paul Orton and Gene Strohl Staff: Acting Housing Programs Manager Jenny Wiseman, Planning Technician Steven Orozco, and Recording Secretary Monique Lomeli PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None. CONSIDERATION OF MINUTES 1. Consideration of Minutes MOTION BY CHAIR TASSEFF, SECOND BY COMMISSIONER WELTS, CARRIED (ABSENT: COMMISSIONER STROHL, COMMISSIONER ORTON,) 5- 0 to approve the minutes of the Human Relations Commission for the meeting of September 7, 2016. PUBLIC HEARINGS 2. Review of the 2015/2016 Grants in Aid Year-end Reports The Commission reviewed the year end reports for their liaison organizations, and reported out on key accomplishments those organizations made using Grants in Aid funding. Approved Minutes – Human Relations Commission Meeting of November 2, 2016 Page 2 Commissioner Jones reviewed Alpha-Flourishing Families, Senior Nutrition Program- Hot lunches to seniors, SLO Syringe Exchanges-Preventing Blood Borne Infections, and TMHA-Growing Grounds. Vice Chair Clayton reviewed Access Support Network-Hep C, Access Support Network-Aid Homeless Prevention, Community Counseling Center-Mental Health Counseling, and Creative Mediation at Wilshire Community Services-School Based Youth Conflict. Commissioner Welts reviewed Alliance for Pharmaceutical Access-Prescription Access, Partnership for the Children of SLO County-Tolosa Dental, SLO Noor Clinic, TMHA-SLOHotline. Commissioner Sexton reviewed GALA-Q Youth Group, Rise-Sexual Assault and DV Programs, CAPSLO-Forty Wonderful, and Women`s Shelter Program-Homeless Prevention for DV Victims. Chair Tasseff reviewed CAPSLO-Case Management, CAPSLO-Adult Wellness, United Way, Food bank Coalition- Fresh Produce, and Peoples Self Help Housing- Homeless Prevention and Housing. 3. Initial Review of the 2017-18 GIA Draft Application Language Acting Housing Programs Manager Wiseman opened up discussion to review the D raft Grants in Aid Application with two additional questions included for the 2017-18 application. These two additional questions on the application would provide clarity for the Commission when reviewing the applications. The Commission agreed to adopt the two questions for the 2017-18 GIA Draft Application with minor changes to the language. 4. Advisory Body Goal Setting As part of the 2017-19 Financial Plan, All City Advisory Bodies are tasked with providing goals for the next two years. The Commission opened up discussion and concluded on the following goals for the 2017-19 Financial Plan: a.Continue to implement the Housing Element, facilitate affordable, supportive and transitional housing options; promote creative land use and density opportunities, and modify City fees and processes to increase housing production. b.Continue to support a long-term, proactive, sustainable program that addresses homelessness and focuses on transitioning children, families and individuals out of homelessness into permanent housing. Approved Minutes – Human Relations Commission Meeting of November 2, 2016 Page 3 ACTION: Motion by the Commission, 5-0 to approve the HRC Advisory Body Goals for 2017-19. COMMISSION COMMUNICATIONS Nancy Welts informed the commission that she is now a commissioner through 2020. ADJOURNMENT The meeting was adjourned at 7:10 p.m. The next Regular meeting of the Human Relations Commission is scheduled for Wednesday, December 7, 2016 at 5:00 p.m., in the Council Hearing Room, 990 Palm Street, San Luis Obispo, California.
