The following is an update on the registration and inspection activity for the RHIP through January
31, 2017, along with the number forecasted when the ordinance was adopted.

Inspections and Inspection Checklist
The Inspection Checklist reflects California Health & Safety Code Section 17961, which requires
local building department or housing agencies to enforce the provisions of the State Housing Law
pertaining to the maintenance, sanitation, ventilation, use or occupancy of residential structures.
Health & Safety Code Section 17920 defines the term “enforcement” as follows:
(e) “Enforcement: means diligent effort to secure compliance, including review of
plans and permit applications, response to complaints, citation of violations, and
other legal process. Except as otherwise provided in the part, “enforcement: may,
but need not, include inspections of existing building on which no complaint or
permit application has been filed, and effort to secure compliance as to these
existing buildings.”
As noted in the last sentence, enforcement may include proactive inspections of existing building
where no complaint has been filed.
As of January 31, 2017, staff has conducted 915 inspections. Below is a copy of the inspection
checklist showing the number of times specific corrections were needed and the percentage based
on the total inspections performed.
