Subject: CITY COUNCIL ITEM 12/21/2017 Appeal Fee Increases PLEASE POST
The proposed increase in fees is both outrageous and unconscionable particularly in light of comments that too many
Appeals are being filed and use too much Council time. I suggest you review the circumstances of those filings and you
will find that there were no neighborhood meetings (71 Palomar, 22 Chorro, Olive St) issues with notice (71 Palomar,
wildlife corridor @ Bressi) to name a few. It is the precommittal by the City, via your planning staff, that is the source of
discontent with residents. Until the Council takes control and directs the staff, rather than asking for permission, this
situation is unlikely to change.
Hundreds of thousands of dollars were expended last year to purchase computer equipment asserted by the City
Manager to save staff time and render the purchase as an economic benefit, those savings can offset any proposed fee
increases.
Raising fees to discourage public participation by concerned citizens seeking to preserve and protect our City and
enforce our General Plan and Community Guidelines is in direct contrast to proclaimed commitment to open and
inclusive government.
