Regarding the staff report on Accessory Dwelling Units and the recommendation to limit the size to no greater than 450 square
feet puzzles me.
If you really want to try and house those that are relatives, work or rent here, then many times there is a need for more that
what would be equivalent to a studio unit. The limitation would restrict the ability to comfortably house a professional couple,
aging parent(s) or maybe a family of three.
I might suggest you consider at least up to 800 square feet, this is less than the state recommendation of 1,200 square feet and
really makes more sense. This housing opportunity should not be looked at as a "one size fits all" type of thing. There needs to
be some incentive offered to hopefully get anything built and I don't think limitations of square footage is the way to go.
I understand that smaller lots may only be able to take on a smaller square footage but there are many 7,000 - 7,500 square
foot lots in this town and if you are at the end of a cul-de-sac you could have in excess of 9,000 to 10,000 square feet or more
to work with.
I really don't envision there being a great rush of people lining up to create the ADU's, but any infill housing that helps one
person, a couple or family should not have such limitations. We need all the housing we can get.
Please don't lose sight of the family that would like to take advantage of this opportunity to house there aging
parents/relatives or whatever the case may be. This should not just be looked at as "rental" property. I think 450 square feet is
not feasible.
I also believe the requirement for an "owner occupant" can be problematic. For instance, if the last parent passes and they
leave the property to their child that does not live here and can't be an "owner occupant" but has no intention of selling the
property, then the house or the ADU needs to sit vacant, correct ?
