Dear Parks and Recreation Commission,
I am 110% in support of the idea to move funds from the City Parktand. Fund to the general fund to pay for a
Parks and Recreation Element update.
An update of all City recreational needs should be a priority before assigning funds to one specific community
need not already scheduled for funding.
Without a significant and complete understanding of city wide recreational needs the use of parkland funds for a
specific project may not be the best use of those funds.
Please ask the City Council to consider moving funds to the general fund for a P&R Element update.
How can we, as a City, continue to see these developments come online with parks planned with no current
applicable guiding document to decide what and where our money should be going?
We are creating a cake with no recipe, and even though we all know a cake has sugar and flour... without the
recipe we don't know the proper amounts or proper ratios!
The Element is our recipe book... we need a recipe for each need identified...
That is going to happen in our recreation facilities, maybe we end up with 30 pickle ball courts, and 1 tennis
court. But without a proper needs assessment how do we know if that is the proper ratio for our community's
needs. Maybe it's right on, or way off. We can't guess with this kind of money or determination of land use.
Each recipe might not be everyone's favorite flavor... but ultimately before we start making all the flavors
everyone likes, we need to get the recipes all in one cookbook we can all agree on with proper research and
statistical analysis.
(the above example is just for a visual, I play neither tennis or pickle ball)
Thank you!
Sincerely,
Michael Parolini
