PRESENTATIONS
1. CITY OF SLO COST OF SERVICE FEES UPDATE 15 mins
Special Projects Manager, Marcus Carloni will provide an update to TBID Board on the City Council
direction from study session regarding the Cost of Service Fees.
2. MARKETING AGENCY MONTHLY REPORT 10 mins
Representatives from BCA + MatchFire will present the report for the marketing activities over the past
month for the SLO TBID.
3. CHAMBER MONTHLY REPORT 10 mins
Representatives from the SLO Chamber will present the report for the public relations activities over the
past month for the SLO TBID.

1. ANNUAL PARTNERSHIP & FUNDING REQUESTS 30 mins
The Board will receive presentations on the annual and strategic partnership requests for 2017-18. The

2. ELECTION OF CHAIR & VICE-CHAIR 5 mins
The Board will elect a Chair and Vice-Chair for the term of April 2017 to March 2018.
3. HIGHWAY 1 CLOSURE DISCUSSION 5 mins
The Board will discuss the Highway 1 closure and the relative impacts on San Luis Obispo lodging
properties and businesses.

CALL TO ORDER
A Regular Meeting of the Tourism Business Improvement District Board was called to order on
Wednesday, February 8, 2017 at 10:00 a.m. in the Council Hearing Room, located at 990 Palm
Street, San Luis Obispo, California, by Chair Wilkins.

Present: Board Members Dean Hutton, Clint Pearce (10:17), Pragna Patel-Mueller (10:03),

Jeff Al-Mashat, SLO Museum of Art Capital Campaign Director, introduced himself
and presented a report on the San Luis Obispo Museum of Art’s capital campaign.

2. SLO WINE MID YEAR REPORT
Heather Muran, Executive Director SLO Wine Country Association, presented the mid-
year activity report for the SLO TBID partnership contract. Highlights included a
review of associate member benefits, digital communications metrics, and a review of
customer demographics. It was noted that out-of-state visitors peak in June and Bay
Area visitors trend in the off-season.

3. RACESLO UPDATE
Samantha Pruitt, CEO Race SLO, presented an update on the 2017 SLO Marathon &
the Healthy Running Conference. A demographic review of the participants was
presented along with the economic impact of each event. New events for 2017 were
reported on and the new course for the SLO Marathon was reviewed, stressing the
community outreach being done related to the new course. Of particular note is a new
event for the California Military Department, scheduled for March 2018 at Camp San
Luis Obispo.

4. MARKETING AGENCY MONTHLY REPORT
Representatives from BCA + Matchfire presented the monthly activity report for their
TBID marketing activities over the past quarter. Recent and upcoming events were
reviewed, the revised Discover San Luis Obispo brochure/map was presented, and it
was noted that the Digital Advertising campaign continues to grow along with overall
digital metrics. The new “Hotel Abandonment” email function, which sends an email to
anybody who has looked at a property page but didn’t book a stay, was presented.
Responding to Board member questions concerning the lodging loyalty program, a
discussion of the room-stay parameters and tracking method of the program ensued.

5. CHAMBER OF COMMERCE MONTHLY REPORT
Chamber of Commerce representative Molly Kern, Director of Communications and
Business Education, presented the activity report for the public relations and
phone/availability contracts for January. Successes with the LA Times and the East Bay
Times concerning the Rainy Day promotion were discussed, along with upcoming
opportunities with the Fodors’s CA Guide 2018 update.

1. 2016-17 MID YEAR BUDGET UPDATE & 2017-19 FINANCIAL PLAN
Tourism Manager Cano reviewed the mid-year budget, discussed the current TBID
Program fund balance and projections for 2017-19, and reviewed the timeline for the
2017-19 Financial Plan creation.

ACTION: MOTION BY BOARD MEMBER PATEL, SECOND BY BOARD MEMBER
YOUNG-HARRIS, CARRIED (6-0), to carry over $ 100,000 of the current fund balance to
2017-18 program budget and hold $ 53,000 for possible use in the current fiscal cycle.
Board Member Pragna Patel-Mueller and Vice-Chair Nipool Patel left the meeting: 11:42.
ACTION: MOTION BY BOARD MEMBER HUTTON, SECOND BY BOARD MEMBER
PEARCE, CARRIED (4-0), to use $14,000 of the fund balance for the Rainy-Day promotion.
2. STRATEGIC PLAN UPDATE COMMITTEE ASSIGNMENTS
The Management Committee members reviewed committee assignments for the
Strategic Imperatives and Initiatives.

Tourism Manager Cano and Board Member Hutton reviewed available funding and
recommended that it be held for future Arts funding.

HUTTON, CARRIED (4-0), if available to use the remaining funds from the Festival Mozaic
Winter Mezzo sponsorship for the Rainy Day promotion.
4. REVIEW OF COMMITTEE BYLAWS
This item was considered first.
Tourism Manager Cano reviewed the biannual Advisory Bodies bylaws review process
along with changes made to the TBID bylaws in the past four years. The Board
reviewed the current TBID bylaws and Tourism Manager Cano answered questions
concerning recruitment.
Board Member Patel-Mueller suggested that Board Members should be making the
recommendations for who is appointed to the Board, rather than Council, with final
Council approval. The proposal was discussed by the Board and it was determined that
this is a process discussion rather than a bylaw issue. Staff noted that the discussed
topics of; interview appointment scheduling, Board-member make-up of the interview
panel, and what the time lapse requirement is for possible reappointment following
reaching term limits, will be researched by staff.

3. MARKETING COMMITTEE UPDATE
Tourism Manager Cano reviewed that there was a request to redesign the website
layout for Hotel pages on the website.
4. PCC UPDATE
Chair Wilkins reviewed the PCC Strategic Plan update process to date.
5. VISIT SLO COUNTY UPDATE
Board Member Pearce reviewed discussions on SAVOR on the Road, the current
Conference Center Feasibility Study, and noted that the new name for VSLOC is Visit
SLO CAL
6. TOURISM PROGRAM UPDATE
Tourism Manager Cano;
Introduced Tourism Coordinator Leisel Kuehl, noting that her focus so far has been
on the Rainy Day promotion, and that she will be attending the upcoming
tradeshows.
Reported that Board members Swink and Young-Harris terms are up for
reappointment, and that Board member Hutton is termed out. It was noted that a
past board member has applied for the open seat.
Reviewed the upcoming tradeshow schedule, Visit California Outlook Forum, and
provided a brief update on planning for the Amgen Tour of California downtown
festival.
Notified the Board that the next Management committee meeting will be held on
February 21, 2017.

The meeting was adjourned at 11:58 a.m. The next Regular meeting of the Tourism Business
Improvement District Board is scheduled for Wednesday, March 8, 2017 at 10:00 a.m., in the
Council Hearing Room, 990 Palm Street, San Luis Obispo, California.

BUSINESS ITEMS
1. Contractor Proposal Discussion
The committee discussed ideas and refinements to existing contracts and partnerships. The
committee discussed how the partnership with SLO Wine differs with other partnerships they
have and directed staff to see if the Board is receiving a return on its investment. Staff will
confirm how the Board’s contract with SLO Wine differs with competing contracts. The
committee also discussed the contract with the Chamber to see if there are any new interests the
committee would like to target. The committee discussed interest in targeting the Central Valley
and more contact between hotels and the Chamber to stay up-to-date with any events. The
committee also discussed the existing contract with Cal Poly Athletics and the options of
adjusting it. The committee discussed assigning a dollar amount to Cal Poly for a year, changing
rates to room nights, or creating a tier system for hotel prices. The committee also discussed how
to determine what the biggest value is to the city to keep a connection between Cal Poly and the
TBID for future contract changes. Staff will discuss with Cal Poly and other contractors in
preparations for proposal presentations.
2. STR Report Options
The Management Committee discussed the current STR Reports based on monthly and weekly
reporting data. With this current contract, the committee has the option to change these weekly
reports to daily reports with no change in price. The committee agreed to make this change to
receive daily reports. The committee would like staff to research the price difference in receiving
reports on segments to determine if it can be budgeted for the next fiscal year.
3. Management Committee Initiative Assignments
The Management Committee tabled the discussion of priorities and actions for the updated
Strategic Plan for the next Marketing Committee Meeting.

BUSINESS ITEMS
1. Festival Mozaic
The committee received an update from staff and BCA on the sponsorship program and the
opportunities to reallocate the remaining funds.
Staff and BCA presented an email campaign to fill seats for the upcoming Festival Mozaic event,
which was three weeks away. This email campaign included people of the ages of fifty and older
and a household salary of $250,000 or more in the Los Angeles, San Jose and Santa Barbara area.
The cost of this email campaign would be approximately $3,382.00.
The committee discussed the opportunities and felt this campaign was expensive considering the
show was only a few weeks out. The committee had consensus on not doing the email
campaign. The consensus was to allocate this money to 2017-2018 fiscal year to promote
Festival Mozaic and other arts related events at a later time.
2. Mini Brochure Review
BCA presented the update on the status of the consumer brochure changes for 2017 distribution.
Based on the committee’s direction, the new brochure includes a map of the destination relative
to other landmarks in California and includes a listing of the hotel properties. The committee
suggested to add Yosemite as a destination on the map, to zoom out so the map to be more
visually appealing, and to add our logo.
3. Hotel Page Updates
The committee suggested to add more information to our hotel webpages to offer more to
travelers. Staff and BCA discussed that each hotel can submit any information and photos to be
presented on the website. The committee suggested to possibly have a workshop to make changes
to the hotel webpages. Staff and BCA will research how similar organizations present hotel
webpages.
4. Event Funding Program
The committee didn’t have time to discuss changes to event funding for the year 2017-2018 so it
was tabled for the next Marketing Committee Meeting.

Business Education, presented the public relations activities report for the past month,

Tourism Manager Cano updated the committee on the mid-year budget status for 2016-
17, noting that a total of $ 6000 has been released back to the committee’s budget from
past encumbrances, giving an available balance of $ 8,600. The PCC 2017-19 budget
development timeline was discussed and developed by the committee as follows:
February PCC Meeting – Review timeline.
March PCC Meeting – First review of the base budget amounts. Chamber of
Commerce and Strategic Plan contractor presentations.
April – Chamber of Commerce contract proposals review and discussion; overall
program allocations; SLO Happenings program review and direction.

Reported that Tourism Coordinator Liesel Kuehl has been focusing on the Rainy
Day promotion and will be assisting with staffing the upcoming tradeshows.
Noted that there are six applicants for the two open PCC board seats.
Reviewed the upcoming trade shows and additional out-of-town promotion events.
Reported that the Amgen Tour of California festival planning is underway with a
meeting for residents along the race scheduled for Monday, February 13th. It was
reported that the festival is now planned to be held on Higuera Street.

VSLOC Begins Work on New Website
Visit SLO CAL is working with Simpleview on the design of a brand-new
website. The site is set to launch later this year. In the meantime, be sure to

VSLOC Rebrands as Visit SLO CAL
Visit San Luis Obispo County has transitioned to its new consumer brand SLO CAL and
organizational brand of Visit SLO CAL. The new logo, photos and videos will be
incorporated into advertising, public relations, social media, the website, email marketing
and our blog. On January 23rd, the new SLO CAL brand and corresponding “Life’s Too
Beautiful to Rush” campaign launched in our key target markets of L.A., Seattle, San
Francisco, Phoenix, Las Vegas and San Diego with a variety of online ads in banners,
videos, social media and as native content. We thank you for your continued partnership

B&D Holds Conference Center
Feasibility Meetings with Community Officials
As part of Visit SLO CAL’s conference center feasibility plan, B&D hosted individual introductory one (1)
hour discussions on February 2 and 3 with City/County Managers and City/County Planner from viable
communities. The meetings will help B&D understand each community’s political interest and will to
participate, each community’s overall masterplan, how a conference center would fit with each
community’s land use and what property might be available for consideration.
United Airlines Announces Additional Air Service to SF
Beginning March 9, United Express operated by SkyWest Airlines will offer an additional daily
flight between San Francisco International Airport (SFO) and San Luis Obispo County Regional
Airport (SBP). The additional flight times include a scheduled arrival from SFO at 11:35 p.m. and
scheduled departure from SBP at 8:23 p.m. This additional flight is a result of a December 2,
2016 meeting with United at their headquarters in Chicago attended by Visit SLO CAL President &
CEO, Chuck Davison and San Luis Obispo County Regional Airport's Director, Kevin Bumen.

SLO CAL Film Commission Update
San Luis Obispo County received major attention from film crews
throughout the month of January. National Geographic captured the
natural majesty of the San Simeon elephant seals on January 24 for an
upcoming program. In month of January, Microsoft filmed throughout the
County and Visit California captured virtual reality footage of the County
for their 360 Project, which will be promoted to media, travel trade and
consumers. Likewise, Dodge released its newest commercial for the Ram,
filmed at a private ranch off of Hwy 166 (Arroyo Grande) in December.
