Rental Inspection Ordinance
STAFF ADVOCACY & HINDRANCE
(1) Staff now recommends that Council direct staff to prepare a report analyzing the
Initiative and its impacts. Due to legal timelines, staff indicates Council will have no time
to digest the report (Council packet, at p. 205) and will be forced to receive the report
and make an election decision at the same meeting (April 18) (ibid.)
Staff failed to inform Council a re ort could have been prepared months ago.
(Elections Code § 9212). As a result, Council will have NO TIME to digest the report.
Also:
(2) Upon the Mayor's December request for an immediate special meeting to consider repeal, city staff, in a
prepared response, advocated to delay until February. This thwarted a timely meeting that may have allowed
time to collaborate with the Initiative Measure proponents.
(3) Staff failed to proactively inform Council Members of the initiative process and procedures EARLY in the
signature gathering phase. Again, this thwarted understanding of what was coming and any possibility of
working with the Initiative Measure proponents.
Council should ask staff about the cost of preparing a report.
Council should understand staff is unlikely to produce a balanced, neutral report, free of
speculation, because staff is actively advocating against democracy and non-discrimination in San
Luis Obispo. A report is, therefore, a costly and wasteful exercise that opposes democracy.
Any report produced will only contain reasons to oppose the People's will.
The Council should ADOPT the Initiative Measure,
END housing discrimination, and settle this long-
running matter without further expense and turmoil.
