Subject: Item 16: 71 Palomar
Dear Mayor Harmon and Council Members,
It is high time for the Council to decide whether it represents the residents or the developers. Especially outside
developers who come here, make a mess, and then leave after ruining another neighborhood. There has been
Higuera/Dana Street, then 22 Chorro, now there is 71 Palomar. The last two projects are the worst for two
reasons: they are student dorms, and they are going to create the worst parking problems we have ever had in
this city. We don't need student dorms inside our family neighborhoods, we need them on campus, but we do
need parking. People may walk and bike, but they also own cars, and male students own trucks. Pretending
that this does not happen does not make it go away. You are responsible for the mess you help create in this
city.
71 Palomar is located in a delightful neighborhood, one that houses families and seniors. Except for one side, it
is an R-1 neighborhood. I cannot understand how a plot that held one house and numerous trees could have
been zoned R-4, except that it must have been an oversight. Now you have two choices: either you believe you
have been enslaved by a mistake, or you do the right thing and find ways to correct this mistake. I am not
asking you to simply leave things as they are (although you probably could), I am asking you to create a true
family area with no more than two story buildings, one that will save many trees and blend with its
surroundings. I am also asking you to consider Serrano, Palomar and Ramona streets. All the attention was
focused on Luneta because these residents were better organized, but if you close Luneta, you increase the
problems for the other streets. You need to treat everyone equally.
You say you want to hear from us, but when we come and ask you politely to listen to us, you don't. I, for one,
am tired of fighting against windmills. If you want the cooperation of the residents, if you sincerely wish to
retain not just the charm, but the livability of this city, then you need to do a better job in listening to the
residents. What you decide for 71 Palomar will show us whether you are a mere replica of the last Council or
you have the courage to stand with the residents.
Sincerely,
Odile Ayral
