ROLL CALL Present: Committee Members Sandy Baer, Craig Kincaid, Shannon Larrabee, Leah Walthert, Vice-Chair Thom Brajkovich and Chair Jaime Hill Absent: Committee Member James Papp Staff: Senior Planner Brian Leveille and Recording Secretary Brad T. Opstad APPROVAL OF MINUTES Consideration of Minutes of the Special Joint Architectural Review Commission and Cultural Heritage Committee Meeting of September 19, 2016: ACTION: UPON MOTION BY COMMITTEE MEMBER BAER, SECONDED BY VICE - CHAIR BRAJKOVICH, the Cultural Heritage Committee approved the Minutes of the Special Joint Architectural Review Commission and Cultural Heritage Committee Meeting of September 19th, 2016, as presented, on the following 4:0:2:1 vote: AYES: Baer, Brajkovich, Walthert, Kincaid NOES: None ABSTAIN: Larrabee, Hill ABSENT: Papp Committee Members and Chair Hill voted to abstain, having not been in attendance at the September 19th Meeting. Consideration of Minutes of the Cultural Heritage Committee Regular Meeting of September 26, 2016: ACTION: UPON MOTION BY COMMITTEE MEMBER KINCAID, SECONDED BY COMMITTEE MEMBER BAER, the Cultural Heritage Committee approved the Minutes of the Meeting of September 26th, 2016, as presented, on the following 6:0:1 vote: Cultural Heritage Committee Minutes of November 28, 2016 Page 2 AYES: Kincaid, Baer, Larrabee, Walthert, Brajkovich, Hill NOES: None ABSENT: Papp Consideration of Minutes of the Cultural Heritage Committee Regular Meeting of October 24, 2016: ACTION: UPON MOTION BY COMMITTEE MEMBER BAER, SECONDED BY VICE- CHAIR BRAJKOVICH, the Cultural Heritage Committee approved the Minutes of the Meeting of October 24th, 2016, as presented, on the following 6:0:1 vote: AYES: Baer, Brajkovich, Kincaid, Larrabee, Walthert, Hill NOES: None ABSENT: Papp PUBLIC COMMENT None. PUBLIC HEARING ITEMS 1. 785 Buchon Street. ARCH-3618-2016: Review of modifications to the historic Manuel Marshall Home, including extension of the roofline to create a new gable end at the rear of the building, and the addition of a roof dormer and three skylights (categorically exempt from environmental review) R-2-H Zone; Brian Spaulding, applicant. Vice-Chair Brajkovich, as Architectural Representative of project, recused; Chair Hill and Committee Member Larrabee noted that each of them resides two (2) blocks from the property and neither saw any issue which precluded participation in its Hearing. Senior Planner Leveille, on behalf of the absent Assistant Planner Walter Oetzell, provided Staff Report with PowerPoint presentation. Josh Blair, Project Manager, Paragon Design, indicated that Applicant team worked diligently to meet requirements for modifications to an historic property; discussed the west elevation dormer. Chair Hill inquired about the existing intricate woodwork of the home’s interior and whether it would be affected by proposed construction. Brian Spaulding, Property Owner, spoke on the attic conversion and the project’s intended use of historic materials. Pierre Rademaker, Co-Designer on project, spoke on the inconspicuous nature of the modifications as they would be viewed from the street; passed a materials board amongst Committee and mentioned the slight refinements that had been made from it. Cultural Heritage Committee Minutes of November 28, 2016 Page 3 Committee Member Baer inquired about the status of the carriage house in the rear of the home. Committee Member Walthert commented on the heaviness of the extended roofline pitch; discussion ensued among Applicants regarding Dutch gables as a possible alternative. The committee reached consensus that the addition of a Dutch gable would introduce an element not in keeping with the style of the residence. Committee Member Larrabee commented on the respectful treatment of the project’s design; Chair Hill concurred and recommended the project consider applying for Mills Act consideration. ACTION: UPON MOTION BY COMMITTEE MEMBER LARRABEE, SECONDED BY COMMITTEE MEMBER BAER, the Cultural Heritage Committee found the project consistent with the City’s Historic Preservation Ordinance and with the Secretary of Interior Standards for the Treatment of Historic Properties; on the following 5:0:1:1 vote: AYES: Larrabee, Baer, Kincaid, Walthert, Hill NOES: None ABSTAIN: Brajkovich ABSENT: Papp 2. Citywide. Cultural Heritage Committee discussion of goals for the 2017-2019 Financial Plan/Budget Process. Vice-Chair Brajkovich returned to Committee at 5:53 PM. Senior Planner Leveille presented the update on the Committee’s three (3) goals since the October 24th Meeting in which they were identified & outlined and a Sub-Committee, consisting of Chair Hill with Committee Members Papp and Baer, was convened for the purpose of refining CHC goal language based on the discussion at the previous CHC meeting. ACTION: UPON MOTION BY COMMITTEE MEMBER BAER, SECONDED BY COMMITTEE MEMBER KINCAID, the Cultural Heritage Committee approved the following recommended goals to the City Council for their review during the goal-setting process beginning in January 2017: Cultural Heritage Committee Goals FY 2017-2019 The Cultural Heritage Committee requests the City Council consider the following goals: Historic Preservation and Economic Development Recent statistical research shows that urban neighborhoods comprising smaller buildings of diverse age provide: • greater density of population, businesses, and creative economy jobs per commercial square foot • a significantly higher proportion of new, local, and women- and minority-owned businesses • a lower median age and greater diversity of age and race Cultural Heritage Committee Minutes of November 28, 2016 Page 4 • more nightlife, walkability, and transit friendliness.1 The Cultural Heritage Committee recommends city government invest in the following projects to harness our Historic Preservation Program in support of sustainable economic development: 1. Update the 35-year-old Historic Resource Inventory The California Office of Historic Preservation recommends updating historic resource inventories every five years. San Luis Obispo has not done a global revision in thirty-five years, making development decisions difficult and unpredictable. The CLG grant-funded City of San Luis Obispo Citywide Historic Context Statement of 2014 logically leads to a historic resource survey. 2. Develop a self-funding program for City-owned historic sites and buildings. These range from the National Register Carnegie Library and Jack House and Garden to City Hall and numerous adobes. 3. Re-evaluate new and existing historic district boundaries. New districts may include a West End Historic District encompassing the area of Higuera and Marsh Streets southwest of the Downtown Historic District and an Anholm Addition Historic District surrounding Broad Street north of US Route 101. 1 Preservation Green Lab, Impresa, Basemap, Gehl Studio, State of Place, Older, Smaller, Better: Measuring How the Character of Buildings and Blocks Influences Urban Vitality, National Trust for Historic Preservation, 2014. on the following 6:0:1 vote: AYES: Baer, Kincaid, Larrabee, Walthert, Brajkovich, Hill NOES: None ABSENT: Papp COMMENT AND DISCUSSION 1. Agenda Forecast & Staff Updates Senior Planner Leveille provided the Agenda Forecast: No items scheduled for December 2016. Senior Planner Leveille announced that the City Clerk’s office has made audio recordings for Advisory Body Meetings available on the City’s website. 2. Memorandum—Status update on archaeological mitigation measures (Chinatown project—SLO Hotel site) Cultural Heritage Committee Minutes of November 28, 2016 Page 5 Senior Planner Leveille discussed the current status of the archaeological mitigation measures as they pertain to the preservation of historical artifacts unearthed on the SLO Hotel site project in Chinatown.
