HomeMy WebLinkAbout04-04-2017 - Net-ZeroNet -Zero Carbon Community Task Force - Proposal In the same way that SLO City's partnership with and empowerment of the Central Coast Concerned Mountain Bikers (CCCMB) has resulted in a world class network of hiking, biking, and equestrian trails, this task force will leverage community expertise, creativity, and resources to multiply SLO City's efforts to become a Net Zero Carbon Community by 2035. Technical Task Force - Chartered by the City Council for the strict purpose of guiding SLO City to achieve carbon neutrality. The task force will focus its recommendations on the City's existing Climate Action Plan, but recommend amendments and/or modifications to the plan as needed to enhance and expedite achievement of the net zero goal. Mission: Research, evaluate, prioritize, and recommend carbon reduction proposals. Support design and implementation of approved proposals. Area of focus: Carbon emissions reductions from the built environment and transportation sector. • Energy/water efficiency and conservation in existing and new buildings • Renewable energy generation both on- and off- site ■ Electric vehicle adoption and sustainable transportation best practices and infrastructure Community design standards and approaches • Best practices to influence occupant behavior • Financing and delivery methods Membership (limit to 10 plus staff) • City Council Member Liaison ■ Carbon Neutrality Coordinator (staff) • Other Green Team Staff— as needed • Task Force Members Member Selection via application process with following criteria: • Commitment to mission of Task Force • Commitment to two-year term with 80% participation • Relevant technical expertise in an area such as policy, technology, finance, planning, building, program design, community need, or research Decision Making • Monthly meetings are noticed and open to the public • Decisions by motion, second, majority rule • Presentations are made to council as needed to receive direction and approval of proposals Community Stakeholder Advisors —Noticed and open invitation meetings of diverse interest groups and the public at large convened by Task Force to receive feedback on policy and program proposals prior to presentation to Council.
