For the City Council/Planning Commission study session tonight - Zoning Regulations Update
Dear City Council and Planning Commission:
I support Richard Schmidt's email concerning exceptions and reductions in the Zoning code.
Please require a white paper which identifies just how many exceptions and reductions are evident in the
Zoning code, and how they compare with state law concerning Variances and exceptions to standards. This
City may have more of these than any other in California. Normally, a Variance is required for many of the
exceptions/reductions. After repeated requests, your City Attorney has yet to identify whether the City is
consistent with state law on the matter.
Please revise the Planned Development zone to its original concept for planning cities, which was to enable
large projects on acreage properties to create a mix of uses or densities which one zone would not accommodate
by itself. The design concept was to allow a more urban character with edge conditions which result in no harm
to neighbors. Usually these PD's are residential or office complexes with well -landscaped and set back
edges. Using the PD zone to intensify a downtown or community commercial zone is a mistake; it just
overwhelms the site and the surroundings.
