The Council welcomes your input. You may address the Council by completing a speaker slip
and giving it to the City Clerk prior to the meeting. At this time, you may address the Council
on items that are not on the agenda. Time limit is three minutes. State law does not allow the
Council to discuss or take action on issues not on the agenda, except that members of the
Council or staff may briefly respond to statements made or questions posed by persons
exercising their public testimony rights (gov. Code sec. 54954.2). Staff may be asked to
follow up on such items.

Obispo, California, certifying the final Environmental Impact Report (EIR) for the Marsh
Street Bridge Replacement Project.”

7. HOUSING AUTHORITY REQUEST TO REASSIGN LEASE FOR CITY OWNED
PROPERTY LOCATED AT 1090 AND 1092 ORCUTT ROAD, AND 1105 LAUREL

Recommendation
Approve and authorize the City Manager to execute a reassignment of the Lease Agreement
for City owned property located on Orcutt Road from the Housing Authority of the City of
San Luis Obispo to SLO 55 Limited Partnership.
8. WATER METER STANDARD AND REQUEST FOR PROPOSAL SPECIFICATION
NO. 91456 (MATTINGLY/HENDERSON)
Recommendation
1. Adopt a City standard for water meters sized 3/4 inch, 1 inch, 1 1/2 inch, and 2 inch; and
2. Approve a Request for Proposal under Specification No. 91456 for annual purchase of
water meters; and
3. Authorize the City Manager to approve contract for water meter purchases not to exceed
the annually budgeted amount as approved by Council.

Recommendation

of 1982 and pursuant to the requirements of the Internal Revenue Code of 1986; and
2. Adopt a resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, approving the incurring of a tax -exempt obligation by the Housing
Authority of the City of San Luis Obispo for the purpose of providing financing for the
development of Iron Works Apartments” located at 3680 Broad Street.

Recommendation
Introduce an ordinance entitled “An Ordinance of the City Council of the City of San Luis
Obispo, California, amending Title 17 (Zoning Regulations) of the Municipal Code
associated with accessory dwelling units with a statutory exemption from environmental
review (CODE-0107-2017).”
12. REVIEW AND ACCEPTANCE OF THE 2016 GENERAL PLAN ANNUAL REPORT
(GENP-0244-2017) (CODRON/OROZCO – 30 MINUTES)
Recommendation
As recommended by the Planning Commission, accept the 2016 General Plan Annual
Report.

NOTICE IS HEREBY GIVEN that on May
2, 2017, a public hearing as required by
Section 147(f) of the Internal Revenue
Code of 1986 will be held by the City Coun-
cil of the City of San Luis Obispo (the "Ci -
V) with respect to the proposed Issuance
by the Housing Authority of the City of San
Luis Obispo (the "Authority!') of debt obliga-
tions {which may be In the form of a loan
evidenced by a note or tax-exempt reve-
nue bonds, and referred to in this Notice
as the "Bonds") in one or more series in an
aggregate amount not to exceed
$10',000,000. The proceeds of the Bonds
will be used to: (1) finance the acquisition
and construction of a 46 unit multi -family
rental housing facility to be located at 3680
Broad Street, to be known as "Iron Works";
and (2) pay certain expenses incurred in
connection with the issuance of the Bonds.
The facilities to be financed are to be
awned by a California limited partnership
(the "Borrower") to be formed by the Au-
thority, and the facilities will be operated in-
itially by the Authority or another entity se-
lected by the Borrower. All or a portion of
the rental units in the housing facilities will
be rented to persons and families of low or
very low income.
The Bonds and the obligation to pay princi-
pal of. and interest thereon and any re-
demption premium with respect thereto will
not consttlute an indebtedness or an obli-
gatlon of the Authorhy, the City of San Luis
Obispo, the State of Cafifomia at any politi-
cal subdivision thereof within the meaning
of any constitutional or statutory debt limita-
tion, or a charge against the general credit
or taxing powers of any of them, but will be
payable solely from certain revenues duly
pledged therefor and generally represent-
ing amounts paid by the Borrower.
The hearing will commence at 6:00 p.m. or
